Position Summary
The Federal & Commercial Project Manager is responsible for the full lifecycle of projects planning, execution, and closeout using subcontractor and/or internal field labor. This includes scope validation, schedule management, subcontractor coordination, material procurement, compliance, safety, financial tracking, and client communication. The PM ensures all work is delivered on time, within budget, and in full compliance with company standards and federal contract requirements.
Key Responsibilities Project Oversight & Execution
- Manage federal infrastructure, communications, and commercial projects from kickoff through completion.
- Create and manage project timelines, scopes, deliverables, and budgets.
- Develop project plans that align subcontractor schedules with federal contract requirements.
- Conduct site surveys, project take-offs, and estimating as needed.
- Coordinate procurement and ensure timely delivery of materials and equipment.
- Track job costs, gross profit targets, and cost-to-complete reports.
- Ensure timely collection and submission of test results, as-built documentation, and closeout packages.
- Schedule and coordinate permit inspections.
- Identify and mitigate project risks, delays, and scope discrepancies proactively.
- Support pre-award scoping, proposal pricing, and task order response efforts.
Subcontractor Management
- Source, onboard, and qualify subcontractors in alignment with company standards.
- Issue purchase orders, scopes of work, and timelines to subcontractor teams.
- Hold subcontractors accountable for schedule adherence, quality, and safety.
- Conduct weekly check-ins and remote oversight of subcontractor progress.
- Validate that subcontracted work aligns with specifications, contract scope, and quality expectations.
- Review and approve subcontractor invoices based on verified percent-complete and milestones.
Team Coordination & Field Leadership
- Coordinate with Operations Manager/VP to schedule technician labor.
- Brief field crews with project scope, contact information, and expectations prior to deployment.
- Ensure crews are equipped with required materials, equipment, and PPE.
- Provide field support and technical guidance to technicians and subcontractors.
- Monitor project execution through technician reports, site updates, and remote management.
Compliance & Administration
- Ensure all projects meet FAR and DFARS guidelines, federal safety requirements, and contract obligations (including 8(a) self-performance requirements).
- Enforce compliance with federal standards, including Division 26/27/28 specifications.
- Maintain thorough documentation including RFIs, submittals, change orders, job/incident logs, and internal reports.
- Prepare and submit customer-facing documents such as daily reports, project updates, IPT reports, and invoicing packages (e.g., 702/703 formats).
- Attend and facilitate virtual and on-site coordination meetings (IPT meetings) with federal clients as required.
- Support internal reporting, KPI tracking, and closeout documentation.
- Ensure billing support documentation is complete for itemized invoicing into Textura, Procore, or customer-specified portals (eg. WAWF)
Other Responsibilities
- Perform all other duties and special projects as assigned by management.
What You Bring
- High school diploma or GED (required); bachelor s degree in Construction Management, Engineering, or related field (preferred).
Required:
- PMP or BICSI PMP certification; BICSI Level 2 Installer certification.
- 4 5+ years of project management experience (federal infrastructure, low-voltage, general construction or security integration preferred).
- Experience managing subcontractor performance across multiple projects simultaneously.
- Strong understanding of federal contract vehicles and FAR/DFARS compliance.
- Ability to read and interpret MEP drawings, specs, and scopes of work.
- Proficiency with Microsoft Project, Excel, and PM software (Procore, Monday.com).
- Strong interpersonal, written, and verbal communication skills.
- Ability to perform calculations for estimating and cost tracking.
Preferred:
- OSHA 30 Certification; ability to pass government background checks and obtain DBIDS/CAC.
Physical & Working Conditions Work Location: Corporate office with travel to job sites and client meetings as required.
Physical Demands: Sitting, standing, climbing, stooping, squatting, and lifting up to 50 lbs.
Mobility: Ability to travel nationwide for federal or commercial projects.
Environment: Field walks may involve heat, rain, wind, and dust. Extended hours may be required during peak project phases.
Senses: Full vision and hearing required for job site inspections and virtual coordination.
Performance Expectations
- Deliver projects accurately, on time, and within budget.
- Maintain GP targets of 18 35% depending on contract type.
- Ensure full compliance with federal regulations, safety standards, and customer deliverables.
- Build and maintain strong relationships with clients, subcontractors, and internal teams.
- Submit complete and timely documentation, reports, and invoicing.
