Overview
GovCIO is seeking a Program / Project Manager with significant data analysis skills to expand and improve our VBA-oriented data-driven decisioning capabilities. Deep skills in driving actions based upon trend assessment from data analytics tools such as Tableau. This position is fully remote, but the candidate should be proximate to Austin, TX which is our Technology Incubation Center for occasional technology deep dives and roadmap development.
Responsibilities
Supports creation integrated project plans for contract deliverables and new products in development projects. Helps manage project initiatives comprised of a multidisciplinary and matrixed staff. Reviews, manages and controls status of assigned projects and appropriated budgets; manages adherence to schedules and prepares status reports. Assesses project issues and helps develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers. Generally reports to a Program Manager.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. - Manages the direction of a project through the design, implementation, and testing in accordance with project objectives.
- Defines requirements and plans project lifecycle deployment.
- Directs supporting professional and technical support personnel performing in their regular disciplines.
- Schedules tasks and coordinates with various team members to accomplish the results.
- Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
- Coordinates with Quality Management System Director to ensure adherence to quality standards and reviews project deliverables.
- Conducts project meetings and is responsible for assigned project tracking, analysis and reporting.
Qualifications
Required Skills and Experience
- Bachelor's with 5 - 8 years or Master's with 3 or more years of experience (or commensurate demonstrated work experience)
- Experience with SAFe Agile project management within a Federal customer work environment to empower cross-functional project delivery
- Experience with Agile and Scrum practices and concepts
- Hands on experience executing consistent Change Management Processes
- Lean Six Sigma Process Improvement
- Effective Resource Planning
Preferred Skills and Experience
- Minimum of 3 year's experience performing Data Analytics activities for Senior Staff and decision makers
- 5-7 years of experience working with Federal customers supporting data driven project delivery
- Experience with tools like Python, Excel, Tableau, SQL
- Experience with data techniques such as Regression, Time-Series Analysis, Machine Learning, and Data-driven Forecasting
- Experience driving process improvements and enabling self-service resource management and planning dashboards
- Experience creating SOPs for application and dashboard usage
Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance.
