Job Description:

Parsons is looking for an amazingly talented Resident Engineer - Utilities to join our team! In this role you will get to work on one of the most exciting Infrastructure projects in the Country!

As a Utilities Resident Engineer for a heavy civil tunnel project, you will be responsible for overseeing and coordinating all aspects of utility-related engineering activities during the construction of tunnels. Your role involves managing utility installations, ensuring compliance with specifications, and collaborating with various stakeholders to optimize project outcomes.

Job Description:
  • Lead the coordination efforts with utility companies and agencies to identify, relocate, and manage existing utilities along the tunnel construction route.
  • Collaborate with utility owners and contractors to develop and implement relocation plans to minimize impacts on project timelines.
  • Review utility design plans and specifications to ensure compliance with project requirements, codes, and standards.
  • Work closely with design engineers to address any conflicts or issues related to utility installations.
  • Oversee the construction and installation of utilities, including water, sewer, gas, and telecommunication lines.
  • Conduct regular site inspections to ensure that utility work is in accordance with approved plans and specifications.
  • Administer utility contracts, including reviewing and approving payment requests, change orders, and progress reports.
  • Collaborate with project management to address any contractual issues and ensure timely completion of utility-related activities.
  • Implement and enforce quality assurance measures for utility installations, ensuring that work meets or exceeds project standards.
  • Conduct inspections and testing as necessary to verify the quality of utility work.
  • Facilitate communication and coordination among various project stakeholders, including utility companies, contractors, design teams, and regulatory agencies.
  • Attend project meetings and provide updates on utility-related activities, issues, and resolutions.
  • Assist in obtaining necessary permits and approvals for utility work, ensuring compliance with local, state, and federal regulations.
  • Maintain accurate records of permits and approvals.
  • Identify and assess potential risks related to utility installations, and develop strategies to mitigate these risks.
  • Collaborate with the project team to address unforeseen challenges and changes in project scope.
  • Maintain accurate and up-to-date documentation of utility-related activities, including daily reports, inspection records, and as-built drawings.
  • Provide regular progress reports to project management and stakeholders

Qualifications & Experience:
  • 10+ years' experience as an RE on heavy civil projects.
  • Bachelor's degree in Civil Engineering or a related field.
  • Must have experience working with Con Edison (ConEd)
  • Professional Engineer (PE) license is preferred.
  • Rail experience a plus.
  • Extensive experience in utility coordination and management within heavy civil construction, specifically on tunnel projects.
  • In-depth knowledge of utility design, construction methods, and relevant codes and standards.

Salary Range:
$117,000.00 - $227,900.00
