Job Title: Quality Assurance (QA) Tester Accela Platform
Location: Seattle, WA (Remote with occasional onsite)
Job Summary
We are seeking an experienced and detail-oriented Quality Assurance (QA) Tester to support a multi-year enterprise implementation of the Accela Civic Platform, widely used for managing permitting, licensing, inspections, and code compliance workflows. The QA Tester will play a key role in validating configurations, customizations, and integrations across both out-of-the-box and extended Accela modules, ensuring system quality and release readiness.
The role requires developing and executing manual and automated test cases, conducting root cause analysis, validating functional and regression scenarios, and collaborating with cross-functional teams. Candidates should bring experience testing Commercial Off-The-Shelf (COTS) applications like Accela, and familiarity with SDLC, Agile practices, and QA automation frameworks.
This is a remote-first role, with occasional on-site participation required for workshops, stakeholder meetings, or training sessions.
Key Responsibilities
- Develop and execute comprehensive functional, smoke, system integration, and regression test cases for Accela Civic Platform modules and related integrations.
- Perform manual and automated QA testing of Accela Automation, Accela Citizen Access (ACA), Accela Mobile, and integrated third-party systems.
- Develop and maintain automated test cases to support regression testing and continuous validation across ACA and other Accela modules.
- Identify automation opportunities and implement reusable scripts for critical business flows.
- Create, execute, and manage test plans, test cases, and test scripts based on business and technical requirements.
- Document and track software defects using tools such as JIRA, Azure DevOps, or Bugzilla, and ensure timely resolution.
- Perform root cause analysis (RCA) of defects by analyzing logs, validating data flows, and collaborating with developers and analysts.
- Validate key business workflows such as permit amendments, record types, scripting configurations, and scheduled rollouts.
- Participate in the creation and review of functional and technical specification documents, ensuring clarity and testability.
- Collaborate with product owners, developers, and business analysts to validate requirements and ensure alignment with test strategy.
- Participate in team coordination meetings, Agile ceremonies, and cross-functional reviews.
- Respond to emergent issues in preproduction and production environments, supporting rapid triage and resolution.
- Liaise with platform support teams and external vendors to support remediation of product-level defects and version upgrades.
- Contribute to the continuous improvement of QA processes, templates, documentation, and testing standards.
- Support mentoring of junior QA team members and contribute to effort estimation and test strategy planning.
Minimum Qualifications
- 5+ years of experience in software QA testing including functional, regression, and integration testing.
- Proven ability to create and execute high-quality test cases across manual and automated test suites.
- 2+ years of experience testing COTS applications, preferably Accela or similar platforms (e.g., Infor, Civic Plus).
- Experience with test data mapping, test data requirements, and backend data validation.
- Proficiency with defect tracking and reporting using JIRA, Azure DevOps, or similar tools.
- Strong troubleshooting and debugging skills, with experience performing root cause analysis.
- Excellent written and verbal communication skills with ability to clearly document test results and collaborate with technical and non-technical stakeholders.
- Understanding of SDLC, Agile, Scrum, or iterative development methodologies.
- Experience contributing to or reviewing functional and technical documentation with a focus on testability.
Preferred Qualifications
- Direct experience testing the Accela Civic Platform, including Land Management, Licensing, or Code Enforcement modules.
- Familiarity with Accela admin tools, scripting, record types, and forms.
- Hands-on experience with UI automation tools such as Selenium, Playwright, Test Complete, or Cypress.
- Experience identifying automation candidates and building scripts for smoke and regression testing.
- Experience with REST/SOAP API testing and validating Accela integrations with systems such as ESRI ArcGIS, Bluebeam, and Microsoft SQL Server.
- Experience writing SQL queries, validating database results, and interpreting SSRS reports and embedded scripts.
- Exposure to CI/CD tools such as Jenkins, Azure DevOps, or GitHub Actions to support test automation execution.
- Experience working in or with public sector environments, especially in permitting, licensing, inspection, or code compliance domains.
- Proven ability to mentor QA team members and participate in effort estimation and QA planning.
