Apply today to become a key member of WMATA's dynamic Railcar Quality Assurance and Warranty Compliance, Fleet Team (RQAW). The successful candidate will have a degree in Engineering with an emphasis on performing root cause and statistical analysis against audit findings discovered during quality control, inspection, and test procedures/ processes. This position will require a valid driver's license and include conducting field assessments of WMATA's bus and rail fleet maintenance activities at various shops and yards.

Minimum Qualifications

Education
  • Bachelor's of Science Degree in mechanical, civil, electrical, industr i al engineering , engineering management or related engineering discipline.
    • In lieu of a Bachelor's degree, an Associates Degree in mechanical, civil, electrical, industr i al engineering , engineering management or related engineering discipline and two (2) years of progressively responsible engineering experience in a Quality Assurance quality , industrial, or manufacturing engineering environment, in addition to experience stated below, will be considered.

Experience
  • A minimum of four (4) years of progressively responsibility and experience in a quality or engineering field in a manufacturing or industrial environment.

Certification/Licensure
  • N/A

Preferred
  • ASQ (American Society of Quality) certification as a QCE (Certified Quality Engineer) within 2 years of hire is desired.

Job Summary

The Quality Compliance Engineer performs routine to complex quality activities and employs project management principles to develop quality programs; assess and observe work processes and procedures; test systems and assemblies; diagnose and identify issues; and analyze and recommend solutions for CMOR. The Quality Compliance Engineer ensures successful implementation and sustainability of quality programs and internal reviews, in accordance with the department's Annual Internal Review Plan/Schedule. The incumbent also ensures the effectiveness of implementation and the alignment of programs with the mission, safety, reliability and customer success of the enterprise. Reviews, provides feedback and approves, all CENV Engineering Documents.

Essential Functions
  • Records inspection data, maintains accurate records and delivers data/results from inspection activities to direct supervisor, utilizing standard report structure and standardized templates to ensure the provision of accurate and trackable data and maintain compliance with internal and external requirements for reporting and records maintenance.
  • Assigns work directly to Quality Inspectors (WMATA or Contractor Personnel) and/or provides guidance with oversight of the assignments given to Quality Inspectors (WMATA or Contractor Personnel) during the FAI and other inspection processes.
  • Utilizes engineering documents that define the First Article Inspection (FAI) or Factory Acceptance Testing (FAT) part/component/equipment design, specifications and configuration to validate the part/component/equipment under consideration.
  • Provides CMOR/PMO/Qualified Parts Group (QPG) an independent review and approval of the Supplier First Article Inspection reports. Completes Internal First Article Verification (IFAV) that will provide approval for the submitted supplier first article inspection report.
  • Reviews, provides feedback and approves of all CENV Engineering Documents through the workflow process. This includes but is not limited to ETPs, (Engineering Test Plans), EMl's (Engineering Modification Instructions), ECNs (Engineering Change Notices), SBs (Service Bulletins), MSIs (Manufacturing Service Instructions), SMDs (Schedule Maintenance Documents) and other related documentation. Provides the quality control check for the documentation, correcting errors and making sure the work product meets and follows standard operating procedures.
  • Provides written recommendations and modifications to existing maintenance and personnel procedures, processes, equipment configurations and work methods to improve the overall efficiency, effectiveness and safety of functional offices.
  • Recommends and participates in the development of Quality Control (QC) and Quality Assurance (QA) programs for CMOR. Edits procedures and policies that will be used for the CMOR Quality Management Plan
  • Represents WMATA on offsite Manufacturer and/or Supplier audits. Monitors contractor inspection and testing plan for all elements of the contract and provides assurance that the final product or service meets contract, operational, and safety requirements.
  • Recommends improvements in the areas of observation, in the performance of machines and personnel.

OTHER FUNCTIONS
  • Complies with the reporting of any violation of WMATA safety policies, procedures, guidelines and established rules, to prevent incidents and ensure consistent operation of business functions.
  • Monitors contractor performance to ensure compliance with contract requirements and provides FTA required oversight of the quality plan. Performs periodic audits and verifies that the contractor is implementing and maintaining the quality plan.
  • Performs root cause and statistical analysis against audit finding discovered during quality control, inspection, and test procedures. Develops reports highlighting cause, formulates quality improvement strategies and implements solutions.
