Senior Program Manager / PMO Strategy Consultant (Band 3)

Randstad Digital Advisory is seeking a Senior Program Manager / SME-level PMO Strategy Consultant to support a high-visibility transformation initiative with Costco's Value Management Office (VMO). This consultant will help define, align, and standardize Project and Program delivery roles, leveling and titles across the enterprise, bringing them in line with industry standards and enabling more consistent delivery performance, talent management, and capability assessment.

This is a senior-level, hands-on consulting role for someone with a deep understanding of PMO and Project Management structures, role frameworks, capability models, and delivery excellence in large enterprise environments.

Key Responsibilities:

• Current State Review & Discovery
  
  
  
  
  • Conduct document reviews (e.g., process maps, current role descriptions, governance artifacts)
  • Facilitate targeted stakeholder interviews (2-3 each with managers and PMs)
  • Identify existing role gaps, overlaps, and inconsistencies
  
  
• Role Framework Design
  
  
  
  
  • Define Project Manager and Program Manager job families including titles, levels, responsibilities, competencies, and skill thresholds
  • Align new role frameworks to PMI/industry best practices while considering Costco-specific context
  • Establish guiding principles, collaboration expectations, and relationships between roles and functions
  • Design career pathing model with leveling criteria and rating thresholds

  • Build a Capability Assessment Matrix for current and future skill evaluation
  • Identify gaps between current state and future-state roles

Required Experience & Qualifications:

• 10+ years in project/program delivery, with significant experience in PMO strategy, organizational design, or capability modeling
• Deep familiarity with industry frameworks (e.g., PMI, IPMA, OPM3) and role taxonomy models
• Experience defining job families, leveling criteria, and performance expectations across delivery roles
• Strong background in capability assessments, workforce planning, and organizational effectiveness
• Executive presence and strong communication skills-ability to influence and align across stakeholders
• Prior consulting experience preferred; Costco or retail industry experience is a plus
