Position: Application Architect

Location: 2585 Merchants Row Boulevard Tallahassee, FL 32311 - Onsite

Duration: 12+ months contract

PURPOSE: This scope of work is for Application Architect services on a time and materials basis to provide maintenance, operations, and lead programming support for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) FL-WiSE/Electronic Benefits Transfer (EBT) data system for the Florida Department of Health Division of Community Health Promotion, Bureau of WIC Program Services (Department). Contractor will provide these services to the Florida Department of Health (Department).

CONTRACTOR QUALIFICATIONS AND EXPERIENCE:

Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:

5.1. Fifteen years of analysis and development experience with one or more of the following programming languages: ASP.NET, VB.NET, C#.NET, ADO.NET, web forms and other .NET application programming interface (API) libraries, HTML, CSS, Javascript, CICS, IBM rational tool suite, using visual studio and team foundation suite.

5.2. Thirteen years of experience with DB2, MS SQL Databases (2008R2, 2012, 2016, and newer) and the SSRS component, and Oracle 11gR2 and 12c using Toad for Oracle Professional development environment. Oracle (PL/SQL) experience a requirement.

5.3. Thirteen years of experience working in a development team environment implementing operational systems with technical staff, users, and customers.

5.4. Thirteen years of experience monitoring and troubleshooting system interfaces and system integration processes relating to gateway, load balance, application, proxy, database, and active directory domain servers.

5.5. Thirteen years of experience in change management best practices, serving in a code promotion role in partnership with development team members using MS Team Foundation Server and the corresponding Visual Studio CVS integration tools.

5.6. Thirteen years of experience in the application of statutory law and administrative rules in program codification and maintenance of required processing functions.

5.7. Thirteen years of experience with online financial transaction systems.

5.8. Thirteen years of experience with adapting complex, multi-system interface, interaction, end user specifications to necessary programing language and applications.

5.9. Eight years of experience in conversion of ACCESS to SQL and .NET applications.

5.10. Six years of current experience and functional operational knowledge of cellular communication protocols (SMS, MMS, GSM and ASCII standards), restrictions, federal policies and supporting development of applications for text and voice engaged through applicable application programming interface.

5.11. One year knowledge and experience with IBM Cloud service offerings, including WatsonX and development of Watson-based chat assistants.

CONTRACTOR RESPONSIBILITIES:

6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:

6.1.1. Conduct daily development and technical support for the ongoing operation of the WIC data system and the interfaces with the EBT system, Florida ACCESS, IBM Watson, and other supported system applications, and computer attached scanners, pin pads, magnetic card readers, text and voice messaging execution and management as directed by the Department.

6.1.2. Troubleshoot work requests and provide solutions to daily processing and development issues as directed by the Department.

6.1.3. Maintain and submit documentation as directed by the Department of system performance of the WIC Data System applications including all interfaces and any system maintenance and adjustments undertaken including work requests to correct process errors.

6.1.4. Identify and recommend operational efficiencies to improve system performance and processes. Conduct new software or hardware evaluations. Investigate and recommend new technologies that will improve or support current and identified business processes as directed by the Department.

6.1.5. Analyze and document business and technical requirements for system fixes, modifications and enhancements as directed by the Department.

6.1.6. Produce a work plan to implement user-defined requirements for system fixes, modifications and enhancements as directed by the Department.

6.1.7. Maintain and submit documentation of analyses of system performance, software and hardware evaluations, new technologies, business and technical requirements and work estimates as directed by the Department.

6.1.8. Create code for system fixes, modifications, enhancements, interfaces and integration processes that adheres to all applicable coding procedures, standards and techniques as directed by the Department. 6.1.9. Conduct testing of system fixes, modifications and enhancements including support of User Acceptance Testing. Document test results as directed by the Department.

6.1.10. Produce system documentations for system fixes, modifications and enhancements as directed by the Department.

CRIMINAL BACKGROUND SCREENING:

The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor's employee being disqualified from performing services pursuant to this agreement.
