Location: Cranston, RI (Will consider remote for the right candidate)

Summary
The role manages UAT validations, data analysis, system design coordination, and incident monitoring for DHS programs. It supports program teams, hotline operations, state vendors, and federal agency reporting. The position converts policy and business needs into system requirements, produces functional documentation, and validates data accuracy using SQL and KPI checks.

Key Responsibilities
- Perform UAT validations for change requests and production incidents. Handle test design, execution, and coordination with vendors and partners.
- Support hotline teams with data requests and conduct ad hoc data script validations.
- Review notices and data in live environments. Ensure the quality of system changes.
- Validate KPIs and automate standard data queries using SQL to support internal QC.
- Work with operations teams on live case reviews and timely case resolution.
- Monitor and track incident tickets and ensure resolution from a business perspective.
- Support program administration teams with required data, analysis, documentation, and demonstrations to federal agencies.
- Coordinate system design sessions. Gather, detail, and document business, functional, and process requirements.
- Develop use cases, process flows, and gap analysis for case management solutions and UHIP/RIBridges workflows.
- Translate policy and business requirements into verifiable data queries and reusable scripts.
- Assist in integration efforts with vendors and state agencies. Validate files and data during system interactions.
- Produce weekly and ad hoc project updates for leadership.
- Communicate technical concepts clearly to both technical and non-technical stakeholders.
- Independently identify issues and develop solutions, test plans, procedures, and job aids.
Required Skills and Experience
- 8 to 10 years in testing, UAT validations, system design, and business requirements documentation.
- Strong experience with UAT execution and coordination.
- Strong SQL skills for generating reports, validating scripts, and handling large datasets.
- Experience producing use-case models, process flows, UML, and RUP.
- Ability to identify and generate backend data reports.
- Ability to work with Integrated Eligibility Systems with minimal guidance.
- Ability to understand state policy documents and validate data against guidelines.
- Experience validating KPI metrics and automating queries.
- Ability to guide system design sessions and prepare documentation for leadership reviews.
- Experience creating gap analysis, functional specs, and business solution designs.
- Experience generating ad hoc reports using visualization tools, preferably Tableau.
- At least 5 years working with social service programs such as SNAP, TANF, RIW, CCAP, SSP, Child Support, LTSS, Medicaid, and related business processes.
- Strong communication skills.
- Ability to organize, prioritize, and manage detailed procedures.
