Top Skills (5) & Years of Experience:

Advanced level application development skillsets including Analysis and Development within Microsoft .Net Framework. (8+ yrs)

Duration: Till 6/30/26 with possibility of extension.
Onsite or Remote? Candidates MUST be WI residents or willing to relocate to WI within 30 calendar days of start date. Local candidate preferred. Services to DNR must be physically completed within the State of Wisconsin including during remote work. Hybrid, On a weekly basis DNR is currently 60% remote and 40% in the office. Headquarters is downtown Madison, WI. Hybrid requirement is weekly
not monthly. New contractor must start on site for a five-day orientation/onboarding. Work cannot be conducted outside the United States.
Project details (project overview, who the contractor will work with, soft skills needed, etc.):
This position will analyze, design, develop, test, implement and maintain solutions and features for applications in Microsoft .NET environment.. It consists of development and providing support for existing applications as determined by project and maintenance priorities. Initially, work will be for the Lead and Copper project due to new rules and maintenance of applications. The position will work with supervisors, project managers, business relationship managers, developers and business customers. To be successful, the developer will need to take initiative and own tasks or products along with being self-motivating including excellent communications, time management, listening, collaboration, problem solving and adaptability skillsets.
The most qualified candidate will have:
Advanced level application development skillsets including Analysis and Development within Microsoft .Net Framework.
Coding experience in .Net framework, MVC including C#, Javascript and Bootstrap.

DNR has a large number of .Net custom applications and very high usage of GIS applications interfacing with other state agencies, other states, partners and the federal government. This includes Web Applications, API's, Batch, GIS custom applications and reporting technologies:
ASP.Net, .Net Framework 4.x, MVC, Angular, C#, Power BI/SSRS, GIS (ArcGlS, AGOL, VertiGlS, etc.), Oracle, Javascript, Bootstrap, SharePoint, SFTP, Tableau, Visual Studio, Azure DevOps in the cloud, Batch and Web Applications.

This position will work at the direction of the DNR IT Custom Applications and Development Section
Supervisors, Application Architect, Business Relationship Manager, Project Manager, and program Leads, utilizing DNR IT standards, software, and tools. Tasks of this position include, but are not limited to:

1 . Orienting self to current applications by reviewing code and working with others to understand the business needs.
2. Identifying a solution/design working in collaboration with project team members.
3. Coding programs and applications using DNR standards and guidance for best coding and database practices, adhering to security requirements. This includes any integrations with other systems.
4. Provide maintenance and support for applications including troubleshooting and resolving issues.
5. Structure code to meet standards for efficiencies and maintainabiltiy.
6. Testing the applications by documenting scenarios and test results using DNR approved tools and processes.
7. Managing code and version control using Azure DevOps
8. Assisting with deploying the web-based applications, batch jobs and reports.
9. Working on priority tasks and keeping tasks updated with current status in Azure DevOps. Providing input on estimates/timeline for tasks.
10. Attending project stand up meetings and providing feedback on tasks.
11. Implementation of user interface changes/bug fixes based on feedback from team, users and testers.
12. Maintaining the backend Oracle database to support the needs of the applications.
13. Creating clear and up to date documentation for the project's configuration and code base.
14. Must enter timesheets weekly by deadlines.
15. Must provide daily or weekly status reports as requested.

Developer will follow the standard development life cycle along with DNR standards and procedures for management and versioning of source code, file management and change management processes. The developer must look out for security concerns or issues when developing applications and follow security related protocols. Applications must be built and supported in compliance with Federal and State requirements.

Additional Details:

Work hours are during business hours between 7:00 5:30pm. Should be available for after hour deployments.
Must have reliable internet provided at own expense for working remotely.
State holidays are not paid unless part of work agreement. No overtime and no weekend differential. Work on state holidays must be approved.
At the end of the contract, the equipment must be returned. If it cannot be dropped off in person or if DNR Equipment is damaged during the contract, replacement and shipping is paid by the suppli
