Job Title: Program Manager
Location: Quincy, MA (Hybrid 2 to 3 Days Onsite Per Week)

Summary:
A state government agency is seeking an experienced Program Manager to lead the IT program supporting the operations and strategic initiatives of a major transportation division, specifically within the Registry of Motor Vehicles (RMV) domain. Reporting directly to the Senior Director of Applications, the Program Manager will oversee the development, deployment, maintenance, and ongoing support of mission-critical systems and applications.
This role involves collaborating with senior leadership, technical teams, business units, and external partners to ensure that IT initiatives meet operational requirements, comply with policy, and are aligned with strategic goals. The position requires frequent onsite presence approximately 2 to 3 days per week and travel within a 2-hour radius.
Key Responsibilities:
Lead and manage all IT initiatives and programs related to the RMV, in coordination with IT and business leadership.
Collaborate with program managers and team leads to assess needs, streamline operations, and improve service delivery.
Facilitate cross-functional meetings and maintain communication among stakeholders through regular briefings, documentation, and reports.
Provide hands-on oversight of ATLAS enhancements, projects, and support requests (SQRs).
Serve as the primary liaison for internal and external stakeholders to ensure transparency and alignment across projects.
Analyze data and conduct validation exercises to assess program effectiveness and guide decision-making.
Develop and revise Standard Operating Procedures based on data analysis, performance metrics, and industry best practices.
Lead and coordinate efforts across business analysts, QA staff, trainers, developers, and architects.
Monitor staff workloads and assign tasks to ensure alignment with program goals and timelines.
Define and track KPIs and other success metrics for strategic and operational initiatives.
Prepare and manage fiscal budgets and provide accurate cost estimates for upcoming projects.
Create requirements for business intelligence dashboards for enhanced reporting and decision-making.
Draft and review formal procurement documents, including RFRs, RFQs, and BAFOs, as well as executive-level presentations.
Qualifications:
Proven experience in program or project management within government, transportation, or public sector IT environments.
Strong leadership and organizational skills, with the ability to manage cross-functional teams.
Excellent communication and stakeholder management capabilities.
Experience overseeing the full system lifecycle, including procurement, development, deployment, and maintenance.
Familiarity with systems such as ATLAS or other enterprise-level case management or licensing systems is a plus.
Analytical mindset with the ability to interpret data and implement performance improvements.
Strong fiscal planning, documentation, and reporting skills.
