RESPONSIBILITIES:
Kforce has a client in Houston, TX that is seeking a Principal IT Programmer Analyst - GIS that assesses, designs, develops, integrates and troubleshoots technology to support business processes. They will provide technical or functional guidance to project or work teams, as needed within specific or multiple disciplines. The Principal IT Programmer Analyst is accountable for ensuring the reliability, performance, security, and continuity of IT systems, as well as ensuring that excellent technical support services are provided. They will work to support the strategy and develop standards for an Enterprise GIS Platform to enable end-to-end geospatial workflows and content distribution across multiple business units.

Responsibilities:
* Analyzes, designs, develops, tests, debugs, implements, maintains, integrates, customizes, and enhances existing or new systems
* Applies appropriate Agile or development methodologies, system development lifecycles, tools, and technology
* Automates the handoff of code releases from development to operations (DevOps)
* Participates in the change management and service ticket management processes including receiving, resolution monitoring, and ensuring customer satisfaction
* Leads projects when needed and builds strong working understanding of the solution being delivered
* Ensures user satisfaction by providing preventative maintenance, troubleshooting, and timely resolution of more complex problems
* Designs, develops, and tests experimental application work to test new ideas with bounded cost and time frames
* Ensures that applications processes are conducted in line with corporate social responsibility, security, compliance, environmental, and technical policies and applicable standards and legislation
* Design solutions that include business innovation and transformation, improved process workflows
* Acts as liaison with regulatory agencies, vendors, and contractors on matters relating to computer systems as required

REQUIREMENTS:
* High School diploma/GED required
* Bachelor's degree or equivalent experience required; Geographic Information Systems preferred
* 10+ years of experience as an IT Programmer Analyst with GIS
* Business, Application, and Data experience
* Experience defining roadmaps and standards
* Excellent communication skills
* Successfully demonstrated leadership and influential skills in a complex organization
* Adept at creative solution development, drive to innovate and automate
* Used to agile, fast-paced, dynamic project environments
* Hands-on with application development, system configuration, and support

Desired:
* 10+ years experience with Esri Suite of applications in a hybrid environment
* Strong understanding of GIS best practices and functionality
* Familiarity with designing/developing/supporting Enterprise GIS Application standardization

The pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role. We may ultimately pay more or less than this range. Employee pay is based on factors like relevant education, qualifications, certifications, experience, skills, seniority, location, performance, union contract and business needs. This range may be modified in the future.

We offer comprehensive benefits including medical/dental/vision insurance, HSA, FSA, 401(k), and life, disability & ADD insurance to eligible employees. Salaried personnel receive paid time off. Hourly employees are not eligible for paid time off unless required by law. Hourly employees on a Service Contract Act project are eligible for paid sick leave.
