Job Description
This position provides technical expertise and engineering support for maintaining appropriate pipeline and facility integrity management, procedures and records as well as supporting integrity management projects related to design, construction and operation of natural gas transmission facilities.
Responsibilities
Provides detailed engineering support on projects and technical studies.
Shares responsibility for the accuracy and implementation of the integrity management program, including internal auditing and database maintenance.
Participates in the analysis and development of integrity management program requirements.
Helps to ensure that integrity management program data is consistently and appropriately collected and submitted for verification and integration on a timely basis.
Analyzes and integrates field data into integrity management databases verifying both the quality and consistency of the data.
Helps in providing integrity management program guidance and support to all Kern River departments including preparation of technical and procedural 'white papers' as required for program consistency and clarity.
Conducts economic and technical feasibility studies, investigates various alternatives, and makes recommendations on courses of action.
Provides technical specifications and plans including materials and equipment required. Makes independent project-related decisions on engineering problems and methods.
Provides support to engineers, technicians and designers, prioritizes work assignments and sets parameters for projects.
Provides technical input to assist in the development of project design basis and execution plans.
Leads internal and external resources to solve problems associated with new or existing pipeline facilities.
Performs project management duties including planning, scheduling, forecasting, procurement, contractor and inspector management, and close-out activities for integrity management projects.
Researches and analyzes customer design proposals, specifications and manuals to determine feasibility of design and suitability for the particular application.
Reviews plans for encroaching activities near pipeline facilities to identify conflicts and implements actions required to resolve conflicts to maintain pipeline integrity measures.
Performs optimizations, troubleshooting and feasibility studies. Provides engineering/technical information and advice and investigates all variables for consideration of potential solutions.
Communicates with internal and external business partners to determine needs and satisfaction, current status and priorities, obtain technical advice; outline work plan and assign responsibilities and scope of authority.
Budgets and forecasts projects per the company policy and procedures.
Uses business management skills in the effective completion of work assignments, including contract negotiation/oversight and budget management.
Verifies that work products conform to applicable codes, standards, specifications and requirements of the internal/external business partners.
Qualifications
Bachelor's degree in engineering from an accredited institution in Mechanical, Chemical, Civil or Electrical Engineering.
This is a multi-level Engineering position.
Engineer I would require a minimum of one year experience. Engineer II would require between one and five years of experience. Engineer Sr would require at least six years of relevant experience. Engineer Sr II would require at least eight years of relevant experience with a Professional Engineer license, or ten years of relevant experience.
Preference will be given to candidates with experience and knowledge of 49 C.F.R. 192 Subpart O, and aspects of pipeline and facility integrity management, including in-line inspection, defect assessment, risk assessment, pipeline corrosion control, pipeline welding.
Effective oral and written communication skills, including presentation skills. Effective interpersonal skills and leadership abilities. Effective analytical, problem-solving and decision-making skills. Ability to prioritize and handle multiple tasks and projects concurrently.
