SAIC is seeking a Data Systems Engineer with acquisition experience to support SAIC's Prime Program, Landmark AOS in Chantilly, VA. Landmark AOS is a large SETA program, supporting the NRO's Ground Enterprise Directorate (GED), responsible for acquiring advanced mission control and processing systems to adapt the ground architecture to maximize the utility of the organizations systems, share data with Mission Partners, and continue to deliver innovative and agile capabilities for ground development.
The Data Systems Engineer will provide SETA support on the Data Services Team helping to drive data centric services and enablers for our Mission Partners. The Mission is to develop and deliver integrated data services that support secure access, discovery, and automation of mission systems and applications.
The Data Systems Engineer will also be working with all members of the team to assist in building out program schedules, acquisition schedules, budget reports, identification of risks & dependencies, and a wholistic view of the Data Portfolio This is done cooperatively with government, FFRDC, and other SETA contractors. In this role you will actively support GED's Enterprise Data, Applications, and Platform (EDAP) transformation.

Responsibilities to Include:
- Work with technical teams to help define scope and acquisition approach for a constant stream of program requirements and external stakeholders.
- Support the Data Services Team across an array of Systems Engineering disciplines (Schedules, Configuration Management, Requirements, Risk, etc.) across a myriad of data services development activities.
- Derive system level requirements and work with the team to develop corresponding documentation.
- Provide acquisition and programmatic expertise to support the planning of future systems and architectures, and oversight of development contractors.
- Analysis and support driving cost, schedule, and performance.
- Development of statements of work, objectives (SOW/SOO), and request for proposals (RFP).
- Support requirements studies, independent review teams, evaluate concepts of operations, identify technical issues and provide alternatives, identify strengths and weaknesses, and provide programmatic solutions with alternatives to the government.
- Help advise the government on acquisition decisions and strategies.
- Exercising your working knowledge and thorough understanding of requirements management for NRO and NRO programs.
- Provide support to the Program Office in the execution of mission critical systems.
- Represent the government at developer lead release and sprint planning events; ensuring that the government and stakeholder needs are prioritized.
- Proactively engage with Agile Development teams to assess implementation and execution.
Qualifications
Required Education and Experience:
- Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.
- Active Top Secret/SCI clearance with Polygraph.
- 3+ years of experience supporting software development programs and/or enterprise data services programs driving automation, security, data discovery, and access.
- Broad understanding of space and/or ground systems, hardware, software, operations, data applications/services, and their interdependence.
- Experience with data compliance and data security.
- Experience with modern data management approaches.
- Understanding of Systems Engineering and Acquisition processes at the NRO.
- Expertise and experience with the IC acquisition cycle, requirements processes, budgetary practices, and acquisition documentation.
- Strong oral and written communications to support interaction with government, SETA, FFRDC, external stakeholders, and development contractors at all levels, often requiring coordination between all organizations within a high tempo environment.
- Knowledge of Agile Project Management methodologies.
- Experience in Dev/Ops delivery of software capabilities.
- Understanding of Cloud practices.
- Experience documenting requirements, user stories, and use cases.
- Experience with government program management, readiness, program control and budgeting.
