Job Summary

The Independent Verification and Validation (IV&V) Analyst plays a critical role in ensuring the successful delivery of high-visibility, complex IT projects by providing objective assessments of project health, risk management, deliverable quality, and compliance with organizational standards. This position supports portfolio oversight by identifying risks, recommending mitigation strategies, and delivering actionable insights to executive leadership.

Key Responsibilities

• Conduct IV&V assessments across assigned IT projects, ensuring independent evaluation of scope, schedule, budget, and quality.

• Review and analyze key project documentation, including charters, project management plans, schedules, risk registers, and contracts.

• Evaluate deliverables for completeness, quality, and adherence to requirements.

• Identify risks, issues, and deficiencies early, providing actionable mitigation recommendations.

• Monitor project progress against established metrics and governance standards.

• Develop and deliver:

• IV&V Service Plans for assigned projects.

• Monthly Project Health Assessment Reports.

• Independent Deliverable Review Assessments.

• Risk and Issue Logs with mitigation strategies.

• Executive Briefings for leadership and steering committees.

• Final IV&V Summary Reports at project closeout.

• Collaborate with project managers, stakeholders, and sponsors while maintaining independent judgment.

• Ensure all reports and documentation meet organizational quality standards.

Qualifications & Experience

Required:

• 5+ years of IT project management experience, preferably on large-scale, complex technology initiatives.

• 5+ years in Independent Verification and Validation (IV&V), quality assurance, or equivalent oversight roles.

• Experience supporting high-visibility, politically sensitive projects in public sector or highly regulated environments.

• Strong knowledge of project management frameworks (PMBOK, Agile, etc.), risk management, and QA best practices.

• Excellent analytical, writing, and presentation skills with the ability to produce executive-level reports.

Preferred:

• Experience in state or federal government IT projects.

• Familiarity with portfolio management and investment governance processes.

Education & Certifications

• Bachelor s degree in Information Technology, Business Administration, Project Management, or related field (required).

• Project Management Professional (PMP) certification (preferred).

• Additional certifications such as Certified ScrumMaster (CSM), Certified Quality Auditor (CQA), or similar are a plus.
