Job Title: Senior Capture Manager (Federal Projects)

Location: DMV Area (Remote/Hybrid Options Preferred)

Position Type: Full-Time

Position Overview:

Sky Solutions is seeking a Senior Capture Manager to play a key role in expanding our federal business pipeline. The ideal candidate will be responsible for driving strategic capture initiatives that lead to winning prime federal contracts across areas such as Digital Transformation, AI, Cybersecurity, and Low-Code/No-Code platforms. The Senior Capture Manager will partner closely with leadership, solution architects, and business development to shape and lead pursuits throughout the full capture lifecycle.

This role is ideal for someone who thrives in a fast-paced, agile environment and has a strong understanding of federal acquisition processes and mission-driven technology solutions.

Key Responsibilities:

Manage the full capture lifecycle for medium-to-large federal opportunities, from qualification to contract award.

• Develop tailored capture strategies, win themes, and value propositions aligned to federal agency needs.
• Perform competitive analysis, gap assessments, and teaming strategies to enhance win probability.
• Engage with federal agency decision-makers, program managers, and contracting officers to influence procurements early.
• Coordinate with technical leads and proposal teams to craft solution narratives that align with RFP requirements.
• Lead internal capture planning sessions, gate reviews, and Black Hat reviews.
• Develop and maintain pipelines using tools such as GovWin, SAM.gov, and internal CRM platforms.
• Build and maintain relationships with teaming partners, subcontractors, and OEMs.
• Track federal acquisition trends and provide insight into new opportunities and contract vehicles (GWACs, BPAs, IDIQs).

Required Skills and Qualifications:

• 5 8 years of hands-on capture management or business development experience within the federal contracting sector.
• Proven ability to win prime federal contracts in the IT services and digital transformation domains.
• Deep knowledge of federal procurement rules and best practices (FAR/DFARS, LPTA, Best Value, etc.).
• Strong understanding of the federal budget cycle, capture gate processes, and proposal development.
• Excellent written, verbal, and presentation communication skills.
• Demonstrated experience leading or supporting captures for agencies such as HHS, DHS, IRS, DOJ, GSA, NIH, or similar.
• Collaborative mindset and ability to lead cross-functional teams.
• Proficiency in using market intelligence tools like GovWin, Bloomberg Government, or SAM.gov.

Preferred Qualifications:

• Familiarity with Appian, Pega, Salesforce, ServiceNow, or Microsoft cloud solutions in federal contexts.
• Past experience supporting or partnering with SBA-certified small businesses (8(a), HUBZone, SDVOSB, etc.).
• Working knowledge of agile transformation, emerging tech (AI/ML, RPA), or cybersecurity in government settings.
• Active security clearance (or ability to obtain one) is a plus.
• Educational Requirements:
• Bachelor's degree in business, Information Technology, Engineering, or related field (master's preferred).
• Certifications such as APMP Foundation/Practitioner, SAFe, or equivalent is advantageous.
