Overview

IRG Clients is is seeking an experienced Medicaid Project Manager Contractor to lead and support large-scale Medicaid-related initiatives, including the development of Requests for Information (RFIs), Requests for Proposals (RFPs), and other key procurement activities. This role is critical to driving project success through best-in-class project management practices and delivering policy-ready and contract-ready documentation. The Contractor will provide end-to-end Medicaid project management services to enhance quality, operational efficiency, and compliance for complex Medicaid programs. Responsibilities include:

  • Leading and managing all phases of the project lifecycle (Initiation, Planning, Execution, Monitoring & Controlling, and Closing)
  • Collaborating with state staff and stakeholders to define scope, develop deliverables, and ensure alignment
  • Preparing high-quality RFI/RFP documentation and supporting successful Medicaid procurement processes
  • Assisting in securing timely CMS approvals for deliverables and procurement submissions

  • Qualified Team of Experts: Professionals with Medicaid, RFI/RFP, and multi-state experience
  • Project Management Approach: PMBOK-aligned methodology with detailed timelines and work products
  • Tool Inventory: List of required software tools with cost and access considerations
  • Documentation Templates: Standardized formats for meeting minutes, action items, and more
  • Documentation Methodology: Centralized, organized system for managing project documentation
  • Readiness Review: In-depth assessment of project implementation readiness and risk mitigation
  • RFP & RFI Development Tools: Complete support from scoping through CMS submission and contract execution
  • Standardized Reporting: Reports tailored to project and legislative requirements
  • Communication Plan: Strategy for consistent, effective communication among stakeholders
  • Quality Control Plan: Defined approach for maintaining high quality and compliance standards

Minimum Qualifications
  • PMP Certification or equivalent project management credential
  • 4+ years managing large, complex projects involving systems, policy, and operations
  • 2+ years of direct Medicaid procurement experience (RFI/RFP development)
  • Experience working Medicaid programs
  • Proficiency in leading meetings, reporting, managing documentation, and stakeholder engagement
