Job Description:
The primary work location(s) will be at 100% Remote, Work Location With-in the United States. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Education Agency will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Education Agency.

Texas Education Agency requires the services of 1 Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Education Agency.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Education Agency and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Overview:
We are seeking a highly experienced IT professional with a deep and diverse background in software development and production support, ideally spanning more than 25 years. The ideal candidate will be proficient in maintaining and troubleshooting legacy systems-including classic ASP and ASP.NET applications-and possess advanced database expertise, particularly in SQL and stored procedure analysis.
A strong command of front-end technologies such as HTML, CSS, and JavaScript is essential, along with hands-on experience in earlier versions of the .NET framework and Visual Studio. The candidate should also be capable of migrating legacy web applications to modern, compatible frameworks.
This role requires exceptional multitasking and prioritization skills, with the ability to manage multiple projects and resolve production issues across various applications under tight deadlines. Strong communication and ownership are critical, including the ability to proactively engage with stakeholders to clarify issues, present solutions, and ensure timely resolution of incidents.
Responsibilities:
- Develop, maintain, and enhance classic ASP and ASP.NET web applications.
- Architect and optimize database schemas; write and troubleshoot complex SQL queries and stored procedures.
- Work with Entity Framework, SSRS, and SSIS packages.
- Build and maintain Web APIs using .NET Core with a solid understanding of RESTful principles.
- Utilize technologies including C#, Visual Studio, SQL Server (SSMS), TypeScript, CSS, JavaScript, Bootstrap.
- Modify legacy applications to meet 504 ADA compliance standards.
- Collaborate with cross-functional teams to define, design, and deliver new features.
- Troubleshoot and resolve application issues and bugs in a fast-paced production environment.
- Apply knowledge of DevOps practices and CI/CD pipelines.
- Work within Agile/Scrum methodologies.
- Experience with ArcGIS is a plus.

III. TERMS OF SERVICE
Services are expected to start 09/15/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1968 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
