Under the direction of Facility Operations Manager, supervises one or more individuals and participates in a full range of duties associated with the operations, maintenance and repair of the facility systems and structures. Responsibilities include communications between various site managers and stakeholders, monitoring, and reporting through various systems and established channels. Knowledge and application of general leadership practices is expected; maintains records and prepares periodical reports; and performs related work as assigned.
Summary
The Power Plant Operator Lead / IOCC Manager is a supervisory level position that performs full, first-line supervisory responsibilities, including planning, assigning, and evaluating the work of subordinates and overseeing functioning within a work team. The IOCC Manager must perform his/her duties in a manner that reflects positively on the O&M Contractor, supports a strong safety culture, and meets the missions of the utility plant expectations.
Duties and Responsibilities
The Power Plant Operator Lead acts as a subject matter expert in site operations and is expected to have a high level of technical proficiency. As the IOCC Manager, a key responsibility of the role is ensuring the efficient and reliable operation of the facility's equipment and systems.
Technical Expertise: Possesses and demonstrates in-depth knowledge, expertise in the operation, maintenance, and troubleshooting of complex and specialized equipment. Serves as a resource for engineers, technicians, and management by providing technical guidance and support when faced with challenging issues.
Training and Mentoring: Conducts training sessions and workshops in areas of expertise to support site operators' professional development initiatives. Shares knowledge and experience to help develop the skills within the team on the proper operation, maintenance, and safety protocols of the equipment.
System Design and Optimization: Collaborates with site engineering and design teams to assist in selection of new systems or modifications to existing systems. Provides input and recommendations on selected equipment required or recommended spare parts, periodical maintenance requirements, required training, and best optimization to ensure efficient and reliable operation.
Performance Analysis: Operates, monitors, and analyzes the performance of equipment and systems, identifying areas for improvement and optimization. Conducts energy audits and recommends strategies to enhance efficiency, reduce energy consumption, and minimize environmental impact.
Regulatory Compliance: Stays updated on relevant codes, regulations, and standards related to site policies. Ensures compliance with all applicable laws and regulations, including safety, environmental, and energy efficiency requirements.
Project Management: Leads or participates in projects related to equipment upgrades, replacements, or system expansions. Coordinates with contractors, vendors, and internal stakeholders to ensure successful project execution within defined timelines and budgetary constraints.
Documentation and Reporting: Maintains comprehensive documentation of equipment specification, operating procedures, maintenance record, and each project improvement documentation. Prepares reports and presentations summarizing performance, maintenance activities, and recommendations for improvement.
Continuous Improvement: Stays abreast of advancements in site engineering technology, best practices, and emerging trends. Continuously seeks opportunities to enhance own knowledge and skills through professional development and training.
Essential Duties and Responsibilities include the following:
Provides back up for the Facility Operations Manager and other IOCC Managers.
Manages on-going operations and coordinates performance of complex diagnostics, repairs, calibrations, modifications, and routine service on a wide variety of utility plant systems and equipment, including chillers, boilers, air compressors, pumps, cooling towers, air handlers, domestic water, controls, lighting, electrical security systems, fire systems etc.
Acts as liaison between the utility plant operators and management.
Assists the Facility Operations Manager with completing required administrative tasks, including identified reports, technical documents, logs, work orders, and digital processing workflow. Ensures that all reports and other deliverables are generated accurately and on time. Monitors proper closeout of implemented work orders and appropriate implementation of developed resources.
Complies with all Fluor Corporation safety requirements and programs.
Other duties as assigned.

Minimum of 8 years' experience with facilities systems, (including chilled water, compressed air, steam, and domestic hot and cold water) and equipment including HVAC, pumps, piping, valves, pneumatics, controls, motors, electrical up to 600 volts/3 phase, heat exchangers, and air compressors).
Knowledge of standards and specialized maintenance practices.
Current EPA Refrigeration License or ability to obtain within 1 year.
Current Stationary Engineering License or ability to obtain within 2 years.
Ability to read and interpret building layouts, system drawings and manufacturers' equipment specifications.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
