Job Overview:
We are seeking a highly skilled and motivated IT Senior Business Analyst to join the Medicaid Systems Development (MSD) team supporting healthcare-related applications. These systems play a vital role in ensuring access to healthcare services for vulnerable populations across Massachusetts.
The Senior Business Analyst will primarily support the Integrated Care Contract Management tool, coordinating with architecture, database, and release management teams. This role is responsible for enhancing the quality of IT products and services, analyzing business needs, and ensuring that technological solutions effectively support organizational goals.
The ideal candidate will act as a liaison between IT and business stakeholders, translating complex requirements into actionable solutions. They will drive requirements gathering, system documentation, testing support, and change management processes throughout the project lifecycle.
Key Responsibilities:
Lead and perform business analysis to elicit, document, and validate requirements through workshops, focus groups, interviews, and JAD sessions.
Conduct analysis to identify solutions that improve efficiency and system performance (e.g., business process modeling, root cause analysis, and gap analysis).
Develop comprehensive business and technical documentation, including Business Cases, Use Cases, BRDs, Gap Analyses, Impact Assessments, and Change Management reports.
Validate and verify requirements throughout the System Development Life Cycle (SDLC) to ensure that systems meet functional, performance, and accessibility (ADA) standards.
Collaborate with QA teams to define test plans, scenarios, and acceptance criteria, and review test results.
Apply project management practices to facilitate change management, track risks and issues, and maintain RAID logs.
Monitor and triage support tickets, emails, and system inquiries to ensure timely resolution of technical issues.
Create detailed technical and process flow diagrams using Microsoft Visio or other modeling tools.
Provide analytical insight and technical expertise to support business decision-making and solution design.
Promote and implement best practices for documentation, stakeholder communication, and project delivery.
Perform additional duties as assigned.
Required Skills & Experience:
Strong knowledge of business analysis methodologies for requirements creation, documentation, and validation.
Broad technical understanding of software applications, databases, and technologies (e.g., C/C++, Java, .NET, Oracle, Cloud).
Hands-on experience with Jira, SQL queries, and Rational Quality Manager (RQM).
Working knowledge of ADA compliance standards and NIST security frameworks for handling PII and PHI data.
Proven understanding of the Software Development Life Cycle (SDLC) and software testing methodologies (functional, integration, UAT, performance).
Strong analytical and problem-solving skills, with the ability to assess and mitigate risks effectively.
Excellent communication, presentation, and documentation skills.
Proficiency with Microsoft Office Suite, Visio, and MS Project.
Ability to build and maintain positive relationships with management, end users, technical teams, and vendors.
Customer-focused mindset with strong organizational and multitasking abilities.
Qualifications:
Bachelor s degree in Computer Science, Information Systems, Business Administration, or related field (or equivalent experience).
IIBA Certification preferred or a minimum of 5 years of hands-on experience in IT application implementation or systems support.
5+ years of experience as a Business Analyst or IT Project Lead, preferably in a healthcare or government environment.
3+ years of experience in business and data analysis within IT system development projects.
Prior experience working with healthcare data, Medicaid, or other regulated systems strongly preferred.
