The State and District Partnerships (SDP) team at College Board is a dynamic and high-energy group dedicated to expanding opportunities for students by collaborating with educators in high schools, school districts, and state departments of education. Our team is committed to promoting the use of College Board programs and services, including the SAT Suite of Assessments, Advanced Placement (AP), and BigFuture. Our division is relentless in our pursuit of increasing the number of students who have access to these programs and ensuring our partners have the supports they need to implement them effectively.
Within the Strategic District Partnerships (SDP) division, the Proposal Development team manages and optimizes the end-to-end response process for Requests for Proposals (RFPs), ensuring that every submission is compliant, competitive, and of the highest quality. We partner closely with subject matter experts (SMEs), sales, operations, technology, and other cross-functional teams to maintain a strong proposal content library and deliver strategic, efficient responses that support College Board's mission.
About the Opportunity
The Associate Director, Proposal Development plays a critical role in developing and delivering College Board's responses to RFPs. This role primarily focuses on proposals for non-Texas school districts, higher education RFPs, and smaller-scale state opportunities. The Associate Director will also support large-scale state submissions and, during peak volume periods, assist with Texas district responses as needed. Reporting to the Director of Proposal Development, this individual manages the full lifecycle of proposal creation-from opportunity assessment to final submission-ensuring timely, compliant, and high-quality proposals that position College Board for success.
The ideal candidate is a highly organized and detail-oriented project manager with excellent writing and editing skills, a strategic mindset, and the ability to collaborate across diverse internal teams to meet complex RFP requirements.

In this role, you will:
Design and Execute Bids (60%)
- Lead the full proposal development process for district-level and higher education RFPs, RFIs, and RFQs, including project planning, content curation, stakeholder coordination, and timely submission.
- Draft proposal responses using College Board's content management system (Loopio), tailoring content to align with the requirements of each RFP, and integrating internal feedback effectively.
- Complete all required government forms and corporate documentation for RFP submissions, including vendor registration materials, certifications, and financial statements.
- Monitor the proposal pipeline and prioritize workload based on deadlines, opportunity value, and complexity.
- Coordinate timely and appropriate follow-up on active RFPs and contracts, ensuring issues are escalated and resolved quickly.
- Support large-scale state RFP responses in collaboration with the Director, Proposal Development and broader proposal team.
- Develop and implement clear proposal timelines and communication plans for each bid opportunity, ensuring transparency and accountability among all stakeholders.
- Facilitate regular cross-functional meetings and updates using organizational tools to track progress and maintain alignment.
- Contribute to ongoing improvements in the proposal development process by identifying workflow gaps, sharing best practices, and enhancing the use of tools and templates.
- Participate in special projects and strategic planning efforts across the SDP division, supporting broader organizational goals.
You have:
- Excellent project management skills and attention to detail.
- Experience in working with content libraries and using content management systems.
- Knowledge and experience of competitive bid proposal development and/or writing, managing, and evaluating grant proposals.
- Proficient writer and editor of technical proposals, policy, or legislative content.
- Education and/or education policy background.
- Ability to manage complex projects across diverse teams to meet immovable deadlines.
- Outstanding organization and prioritization skills and the proven ability to move forward multiple projects in concert, both independently and as a member of the team.
- Ability to synthesize information across many content domains from multiple writers and transform it into one voice.
- Familiarity or experience with the public-school procurement processes.
- Effective collaborator with excellent facilitation skills.
- Ability to work on several projects simultaneously with teams and work independently.
- Proven ability to build relationships and influence others to action.
- Adept problem-solving skills, including using data to inform decisions and actions.
- Excellent PowerPoint, Word, Excel, and MS Project skills.
- Familiarity with Salesforce.
- B.A. or B.S. required.
- Minimum of 3-5 years of experience required in the K-12 education or related field.
- A willingness and ability to travel up to 10%.

- The hiring range for this role is $56,000-$95,000.
