Job Description

ECS is seeking a Senior Data Analyst - HRIT Data Migration to work remotely .

We are seeking a highly skilled Senior Data Analyst to support a major Human Capital Management (HCM) Platform implementation for a federal agency. The ideal candidate will lead efforts related to data analysis, migration, validation, reporting, and quality assurance , ensuring that data transferred to and from Workday meets agency requirements, federal compliance standards, and operational needs.

This role is critical to ensuring clean, accurate , and meaningful HR data is available in Workday to drive informed decision-making across the organization.

Key Responsibilities:
  • Lead data migration efforts from legacy HR systems (e.g., PeopleSoft, CHRIS, Oracle, or custom applications) to the HCM Platform .
  • Perform complex data analysis to assess data integrity, identify anomalies, and develop cleansing strategies.
  • Collaborate with HR business stakeholders, system integrators, and technical teams to gather data requirements and translate them into actionable plans.
  • Support the mapping of data fields from legacy systems to yet to be acquired HCM Platform , ensuring alignment with Workday data structures and federal HR data standards (e.g., OPM requirements).
  • Develop SQL queries, reports, and dashboards to support data validation, testing, and audit activities.
  • Design and execute data validation and reconciliation processes during data conversion cycles.
  • Provide oversight of data-related deliverables during Platform implementation phases: Architect, Configure & Prototype, Test, and Deploy.
  • Monitor and improve data quality post-implementation through analytics, user feedback, and root cause analysis.
  • Support the development of HCM Platform reports and analytics, leveraging Platform Report Writer, Prism Analytics, and other tools as applicable.
  • Ensure compliance with federal data governance, privacy, and security requirements (e.g., FISMA, FedRAMP, NIST).

Salary Range: $140,000 - $180,000

Required Skills

  • Bachelor's degree in Data Science , Computer Science, Business Analytics, Information Systems, or a related field .
  • 7+ years of experience in data analysis, with at least 2 years supporting enterprise HCM implementations (preferably Workday).
  • Experience with federal HR data or working in a government HRIT environment.
  • Strong skills in SQL, Excel, and data profiling tools.
  • Knowledge of data migration tools and techniques.
  • Experience in data mapping and validation between legacy systems and cloud platforms.
  • Ability to manage large data sets and conduct root cause analysis for data inconsistencies.


Desired Skills

  • Experience supporting HCM Platform implementations in the federal government.
  • Familiarity with EIBs (Enterprise Interface Builder), custom reports, or Prism Analytics.
  • Prior experience with federal HR data models and standards (e.g., OPM Enterprise Human Resources Integration - EHRI).
  • HCM Platform certification(s) in Reporting or HCM a plus.
  • Familiarity with Agile or hybrid project delivery methodologies.
  • Active [Public Trust] clearance preferred.
