Job Description:
  • The Business Analyst will lead and conduct analysis across all project phases, ensuring alignment with client Unified Project Management Methodology, Enterprise Architecture, Gating Process, and Agile/client development standards.
  • The role provides advisory support for business and technology improvements, develops and maintains business requirements, and acts as a liaison between technical teams and business stakeholders.
Responsibilities:
  • Lead and conduct business analysis at all project phases, ensuring compliance with Unified Project Management Methodology, Enterprise Architecture, and Agile standards.
  • Provide full spectrum I&IT business analysis services, including stakeholder engagement, relationship management, and advisory support.
  • Develop, document, and maintain business requirements, models, and transformation plans; refine throughout project lifecycle.
  • Facilitate stakeholder and SME working groups to assess business problems, identify improvements, and resolve defects or enhancements.
  • Translate business requirements into clear documentation to support technology solution design.
  • Act as liaison between technical teams and business stakeholders, presenting complex information to technical and non-technical audiences.
  • Establish and promote business analysis policies, processes, best practices, and standards.
  • Monitor project progress, address issues, and provide regular reports to I&IT management and client decision-makers.
  • Define performance measures for business analysis and conduct evaluations for continuous improvement.
Must Haves:
  • 5+ years leading and supporting federal, provincial, or broader public sector healthcare IT projects.
  • Ability to apply design-oriented perspectives to requirements discovery and solution development, incorporating user experience and service design principles.
  • Expertise in conducting analysis across all project lifecycle phases: requirements gathering, business/process modeling, transformation analysis, solution evaluation, and documentation refinement.
  • Advanced business modeling skills (use cases, conceptual/logical data models, process/data flow modeling, business rules, non-functional requirements).
Skills:
Public Sector Experience:
  • Knowledge of PMI frameworks and Public Sector I&IT project management methodologies.
  • Experience with Unified I&IT Project Methodology, Enterprise Architecture, Gating processes, and Standard Systems Development Methodologies.
  • Familiarity with Ministry policy, IT project approval processes, and compliance requirements.
  • Understanding of GO-ITS, Digital Health standards, and internal branch guidelines.
Business Analysis Skills:
  • Provide analytical support to Project Managers, including project artefacts, status updates, and risk/issue documentation.
  • Lead and conduct business analysis to assess problems, document requirements, and translate them into viable technology solutions.
  • Develop and maintain business processes, user documentation, and procedures for smooth deployment.
  • Provide I&IT business analysis leadership for diverse initiatives, including feasibility studies, cost-benefit analyses, and business case development.
  • Create and maintain requirements, specifications, and impact analyses for upgrades and new functionality.
  • Foster strong stakeholder relationships and offer strategic advice for business improvement.
