Job Overview:

We are seeking an experienced and detail-oriented Business Analyst (BA) to support ongoing enhancements and maintenance of a mission-critical Medicaid Management Information System (MMIS). The BA will work closely with the client, technical teams, and project management office (PMO) to facilitate system updates, analyze business needs, and ensure successful implementation of changes. This role involves direct interaction with stakeholders, documentation of system requirements, and oversight of user acceptance testing (UAT).

Responsibilities:

  • Lead and facilitate requirements gathering sessions, including discussions on system task requests (STRs), enhancements, and project assessment quotations (PAQs)
  • Document business and functional requirements, system issues, and resolutions in clear, formalized documentation
  • Coordinate and manage UAT activities with business users, including test planning, execution, demonstrations, and obtaining UAT sign-off
  • Maintain accurate and up-to-date documentation on system changes and enhancements
  • Provide daily support to business users and technical staff, responding to questions related to business functions and system behavior
  • Support Development and Testing teams by clarifying requirements, resolving ambiguities, and ensuring alignment across stakeholders
  • Identify and flag potential project issues; work with Technical Leads to manage and mitigate scope creep
  • Maintain reference files (e.g., Medical Criteria, Exception Control) and perform rules authoring and testing within the Rules Management Application (RMA)

Qualifications:

  • Bachelor’s degree in Business Administration, Information Technology, or a related field preferred; equivalent work experience may be considered in lieu of a degree
  • Minimum of 2 years of experience in a client-facing role involving policy implementation, issue resolution, and stakeholder engagement
  • Strong communication skills (verbal and written), active listening, and the ability to lead and guide customer discussions
  • Demonstrated experience in requirements analysis, use case creation, and business documentation
  • Ability to clearly relay information between technical and non-technical audiences
  • Solid understanding of the Software Development Life Cycle (SDLC), including requirements, analysis, design, data modeling, and deployment
  • Proficiency in Microsoft Office applications, including Word and Excel
  • Experience working on Medicaid, healthcare, or insurance-related projects is strongly preferred
