Please Note:
  • This is a Remote position, but the client prefers candidate from the Eastern Standard Time Zone.
  • Work Hours: Monday-Friday (40 hours a week).
Position Summary:
The Senior Business Analyst will serve as a bridge between the client's stakeholders and the technical team for the system modernization. This role is responsible for gathering, analyzing, and documenting business and user requirements, conducting research with end-users and program offices, and ensuring that technology solutions align with operational needs and policy mandates.
Working in close coordination with the Project Manager, is responsible to independently work with users, various stakeholders and defines, documents, validates processes and business rules to identify business and system functional requirements that meet the business objective.

Key Responsibilities:
  • Lead stakeholder engagement across teams (Program Office, Borough Offices, District 75, Non-Public Schools) to gather and validate functional requirements.
  • Conduct user research sessions, interviews, and workshops to understand pain points, workflows, and end-user goals.
  • Document current-state processes and develop future-state business workflows aligned with the system redesign.
  • Translate user stories and business needs into functional requirements, process diagrams, and wireframes in collaboration with designers.
  • Support the design and build team in iterative development cycles using Agile methodologies.
  • Validate design proposals and technical solutions against requirements, user feedback, and policy objectives.
  • Assist in the planning and execution of user acceptance testing (UAT).
  • Provide input into data migration strategy, helping map legacy data fields to new data structures.
  • Ensure documentation meets standards and supports accessibility, compliance, and equity goals.
  • Communicate findings, progress, and changes clearly to stakeholders, developers, and project leads.

Requirements

Qualifications:
  • Bachelor?s degree in information systems, Public Administration, Education, or related field with 8+ years of experience.
  • Minimum 6+ years of experience in business analysis, preferably within education, government, or public services.
  • Demonstrated success working on user-centered design, digital transformation, or system modernization projects.
  • Strong understanding of Agile and iterative development processes.
  • Experience facilitating interviews, focus groups, and stakeholder workshops.
  • Excellent documentation and visualization skills (e.g., process flows, wireframes, functional specs).
  • Familiarity with accessibility standards, FERPA/data privacy, and education systems is a strong plus.
  • Exceptional communication, organizational, and interpersonal skills.
