Job Description

This position, under general direction and with significant autonomy for independent judgment, serves as an expert consultant and advisor on complex data processing and network-related issues. The role is critical in contributing to the design and development of computer-based information systems, with a focus on assessing project feasibility, determining the benefits of systems implementation, and evaluating development and operational costs. Additionally, the position ensures the orderly development of systems and their integration with other systems for optimal functionality. In the Network Services domain, the position plays an essential role in planning and implementing network solutions, particularly for remote site preparation, while also supporting the operation of the Network Control Center to resolve advanced network and telecommunications challenges. Within the Technical Support services area, the individual is responsible for managing server systems, optimizing application performance, and maintaining network interfaces within a healthcare environment, all while collaborating with various stakeholders to ensure seamless operation and continuous improvement of clinical systems.

Duties & Responsibilities

  • Recommends alternative approaches for users regarding system design, selection, and the computerization of management information data, statistics, and reports.
  • Develops designs for feasibility studies and participates in the analysis of project requests from user departments within NYC Health + Hospitals.
  • Recommends programs, practices, and standards to ensure uniform application of electronic data methods, and their correlation with other units and regulatory requirements.
  • Maintains a high level of technical competence in the latest E.D.P. technology, methodologies, and applications in healthcare and management information systems.
  • Investigates and analyzes processing problems to identify and resolve issues associated with systems, programs, and machine utilization.
  • Selects computer, communications, and peripheral equipment based on cost, performance specifications, vendor support, ease of operation, maintenance, and other technical factors to meet the department's requirements.
  • Provides expert-level technical support for clinical applications used throughout HHC CIS.
  • Troubleshoots and resolves server and network-related issues to minimize disruptions in clinical services.
  • Performs system tuning to optimize application performance and user experience.
  • Designs and configures complex server systems that support clinical applications.
  • Works with databases, client/server setups, and interfaces to ensure seamless functionality across systems.
  • Configures vendor software to meet HHC's requirements and standards.
  • Creates and maintains comprehensive documentation for application servers and associated devices.
  • Modifies application configurations to accommodate changes in infrastructure software and hardware.
  • Leads the design, implementation, and testing of disaster recovery and failover systems.
  • Becomes a subject matter expert on clinical applications used at EITS-CIS / H+H.
  • Stays up-to-date with industry trends and emerging technologies related to server management and network infrastructure in healthcare.
  • Manages vendor field service support to ensure timely maintenance and repair work.
  • Provides operational support to systems engineering for the maintenance of operating systems software and diagnosis of hardware problems, and to Network Services for maintaining online communications.
  • Responsible for training, development, performance evaluation, and discipline of assigned Operations staff.
  • Perform other duties as required
  • This role is approximately 80% remote and up to 20% on-site. The selected candidate must be able to come into the office to perform required work within 48 hours. This may be subject to change


Minimum Qualifications
1. A Baccalaureate Degree from an accredited college or university with a major in Computer Science, Systems Engineering, applied Mathematics, Business Administration, Economics/Statistics, Telecommunications, Data Communications, or a related field of study; and
2. Five (5) years of progressive, responsible experience in the field of data processing, computer systems and applications.
Operations Specialty requires supervisory experience (5 years).
Network Services requires a telecommunications background and experience.
3. Broad knowledge and expertise in the characteristics of computers, peripheral devices, communications systems and hardware capabilities, programming languages, E.D.P. applications, systems analysis methodology, data management and retrieval techniques; or
4. A satisfactory equivalent combination of training, education and experience.

Department Preferences

Certification(S)/NYS Licenses/Education:
  • Applicable certification or proficiency required*

Knowledge, Skills, Abilities and other Requirements:
  • At least 2 full life cycle implementation, other implementation of systems, major system upgrade, or application preferred
  • Proven experience in server management, network administration, and technical support, ideally within a healthcare or clinical environment.
  • Strong understanding of server configurations, database systems, and client/server architectures.
  • Proficiency in troubleshooting and problem resolution.
  • Knowledge of disaster recovery and failover solutions.
  • Excellent communication and collaboration skills.
  • Relevant certifications (e.g., CompTIA Server+, Cisco CCNA) are a plus.


Years of Experience:
  • Minimum of 1-year Healthcare Management Experience (Clinical, Technical or Administrative) required
  • Minimum of 3 years' experience with EPIC certification required for Epic titles only
  • Application knowledge and experience with appropriate application required for Epic titles only
