Position Title: GIS Developer

Location: Phoenix, AZ (Hybrid 2 days onsite per week)

Position Overview

The GIS Developer will be a key member of the GIS team within the Information Technology Division (ITD-GIS), working under the direction of the GIS Supervisor. This role involves designing, building, enhancing, and maintaining GIS web and desktop applications that support internal operations and provide public access to water resource data. These tools enable data-driven decisions for water resource management and planning across Arizona.

This is a hybrid position requiring a minimum of two days onsite at the ADWR office in Phoenix, AZ. Candidates must be local at time of submission and available for in-person interviews within one week of posting close date.

Key Responsibilities
  • Application Development:
    • Gather business requirements and design GIS applications following best practices and ADWR standards.
    • Build custom desktop GIS tools, automate workflows, and write database queries.
  • Application Maintenance:
    • Resolve service requests promptly and update code for compatibility.
    • Maintain GIS tools, workflows, and queries.
  • Communication & Documentation:
    • Collaborate with internal teams and external stakeholders.
    • Prepare technical documentation, diagrams, and help guides.
    • Present technical concepts at meetings and conferences.
Required Skills & Experience
  • 3 5 years of experience in:
    • Web development in an Esri environment (ArcGIS Developer resources, ArcGIS Maps SDK for JavaScript, REST services, Experience Builder).
    • Python and ArcPy scripting.
    • JavaScript development.
  • Strong knowledge of:
    • ArcGIS Pro (basic geospatial analysis, editing, cartography).
    • Version control (Git), Agile development practices, and DevOps workflows.
    • Database systems (Oracle or SQL Server) and intermediate SQL queries.
  • Familiarity with containerization technologies (Docker preferred).
Preferred Qualifications
  • Bachelor's degree in Computer Science, GIS, or related field.
  • Experience with HTML, CSS, TypeScript, React, and responsive design.
  • API development and debugging skills.
