Role: Java Architect with Mainframes
Location: Albany, New York
Duration: 30 Months
Description
This position will be in support of the NYS Tax Modernization Program. This program will encompass multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance, which is responsible for billions in state revenue. Some of the major areas under modernization include:
Collections and Accounts Receivable
Taxpayer Accounting
Withholding Tax Returns Processing
Duties
The selected candidate will be a lead architect for the Tax Modernization effort and provide support for maintenance activities.
Specific duties include but are not limited to:
Obtain business requirements to develop automated applications which meet business priorities.
Provide lead programming duties for tax related applications.
Develop and mentor staff using various technologies including Java, JCL, and COBOL.
Develop and review detailed documentation for system and program change requirement including detail specifications documents.
Assist and provide guidance through all phases of the project management life cycle.
Develop unit test plans based on coding changes and user specifications. Conduct unit testing and debugging of all code changes in the development environment.
Coordinate the migration of all code changes (programs, procedures, etc.) from development environment into user test environment.
Assist team members using distributed technologies including Java, DB2, XML and XQuery. Ensure that staff members are properly trained and mentored.
Provide support, as needed, for defects and issue resolution. Ensure that defects and issues are addressed promptly based on priority.
Facilitate and participate in meetings with ITS and DTF customers.
Communicate with DTF management and users, ITS management, and team members.

Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large-scale software system.

84 months experience with a Government Taxation organization which includes technical design, development, maintenance and end user support of Tax & Revenue Accounting Systems
84 months of systems analysis and design experience in multi-tiered transactional systems
60 months experience with Java programming in an IBM environment using IDE of IBM s Rational Application Developer (RAD) that are built with WebSphere Application Server (WAS).
84 months experience with IBM AIX DB2 working with databases
84 months experience with IBM MVS JCL in a mainframe environment
84 months experience with IBM MQ-Series
84 months experience with TSO (Terminal Sharing Option) in a mainframe environment
48 months experience with CICS in a mainframe environment
84 months experience with COBOL programming in an IBM Mainframe Environment
84 months of experience writing technical design specification documents for multifaceted component-based systems.
