Job Title: Project Manager Digital Accessibility
Location: Hartford, CT
Duration: 12 Months (with possible extension)
Work Schedule: Monday Friday | 8 AM 5 PM EST | 40 Hrs/Week
Summary:
An enterprise-wide Digital Accessibility initiative is being launched to modernize and align with federal accessibility standards. The Project Manager will be responsible for end-to-end delivery of this program, overseeing remediation, compliance, and adoption across multiple agencies. This high-visibility role requires strong leadership, public sector experience, stakeholder engagement, vendor management, and a proven track record of delivering enterprise-level technology projects.
Key Responsibilities:
  • Lead the Digital Accessibility initiative, ensuring compliance with WCAG 2.2 AA, Section 508, and ADA standards.
  • Manage multi-agency remediation, testing cycles, and compliance governance.
  • Develop and track project plans, KPIs, and risk mitigation strategies.
  • Oversee accessibility testing tools, documentation protocols, and reporting.
  • Drive stakeholder engagement and change management across agencies.
  • Manage vendor deliverables and ensure alignment with SOWs.
  • Provide regular status, risk, and milestone reporting to leadership.
  • Organize and facilitate cross-functional meetings with testers, developers, and business users.
Required Experience:
  • 10+ years as a Project Manager leading large-scale enterprise technology projects.
  • Strong knowledge of Accessibility (WCAG, Section 508, ADA).
  • Experience managing QA-heavy / test-driven projects.
  • Proven success in vendor management and public sector project delivery.
  • Strong expertise in Agile/Waterfall methodologies, Jira, Confluence, Microsoft Office Suite, PPM tools (Monday.com, etc.).
Preferred Qualifications:
  • PMP or IAAP CPACC certification with accessibility background.
  • Experience with accessibility testing platforms/tools (Deque, Axe, etc.).
  • Familiarity with government workflows, policies, and compliance requirements.
  • Bachelor's or Master's degree in Business, IT, or related field.
Administrative Notes:
  • 12-month engagement, 40 hours per week, on-site/remote flexibility.
  • Consultant must provide own laptop, webcam, and high-speed internet.
  • Must be available during core EST business hours.
  • Background check and confidentiality agreement required.
