Job Title: GIS Analyst Consultant
Location: Cayce, SC (Hybrid 3 days onsite, 2 days remote)
Duration: 12 Months (Contract)
Residency Requirement: Candidate must be a South Carolina resident. Candidates from NC, GA, or FL may apply if willing to relocate to SC prior to starting (relocation at own expense).
Position Overview
We are seeking a skilled GIS Analyst Consultant to join a high-impact team supporting statewide public health initiatives. The successful candidate will play a key role in maintaining and optimizing the agency s GIS infrastructure, supporting backend services, and developing automation scripts and REST services.
This role involves hands-on technical work with confidential and restricted data, ensuring compliance with federal and state standards, and supporting GIS operations for critical health and emergency response initiatives.
Scope of Work
The GIS Analyst will:
Support backend GIS systems, ensuring performance, compliance, and business continuity.
Maintain enterprise GIS architecture and interoperability services.
Support initiatives such as Cancer Registry, Immunizations, and Infectious Disease Surveillance.
Contribute to geospatial analysis, mapping, application development, and health facility adequacy studies.
Collaborate with GIS staff, IT teams, and program stakeholders to deliver secure, accurate, and efficient GIS solutions.
This position requires a self-motivated, team-oriented professional capable of working independently with limited supervision while responding to evolving project priorities.
Key Responsibilities
Perform complex analysis, design, testing, and implementation of GIS applications and upgrades.
Develop and maintain Python scripts for GIS interoperability and automation.
Manipulate spatial data and maintain spatial queries and data layers for public health programs.
Conduct spatial analysis using tools such as Spatial Analyst, Insights, Network Analyst, and Business Analyst.
Create high-quality cartographic and analytical GIS products.
Develop and maintain GIS REST services and Web API integrations.
Support GIS environments in ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise/Portal.
Apply data security and de-identification principles when handling restricted or confidential datasets.
Assist users with system access, permissions, and troubleshooting.
Document workflows, technical configurations, and user training materials.
Coordinate testing, validation, and deployment of GIS updates.
Work Schedule
Standard schedule: 40 hours per week.
May occasionally require flexible or extended hours to meet operational or emergency response needs.
Team coverage hours: Monday Sunday, 7:00 a.m. 6:00 p.m.
Work schedule coordinated with Section Manager to ensure coverage and timely delivery.
Required Skills & Experience
3 5 years of experience as a Data Analyst performing data modeling, mapping, and cleansing for public health or similar domains.
3 5 years of hands-on experience with ArcGIS Pro and ArcGIS Online.
3+ years working with Web Services (REST, SOAP).
3 5 years administering and monitoring GIS infrastructure.
5+ years working with SQL Server.
Strong background in GIS mapping, data integration, and quality management.
Solid understanding of IT best practices, operations, and organizational structure.
Education
Bachelor s Degree in Geography, Information Systems, Computer Science, or a related field or equivalent professional experience.
