Job Details
We are seeking a highly experienced IT Project Manager to lead the full life cycle of a complex state government technology initiative. The successful candidate will oversee project planning, scheduling, coordination, execution, and closure of software-related enhancements and systems integration efforts. This position requires exceptional communication, stakeholder management, and project governance experience within public sector environments.
Key Responsibilities:
- Manage all phases of the Software Development Life Cycle (SDLC), including planning, design, development, testing, implementation, post-go-live monitoring, and closeout.
- Lead cross-functional teams, including technical staff, analysts, and business stakeholders.
- Track project scope, schedule, cost, risks, and issues using recognized project management tools and templates.
- Conduct weekly and monthly project status meetings and prepare executive-level reporting.
- Maintain project schedules, track deliverables, and document variances and mitigation strategies.
- Manage change requests, stakeholder communications, and project documentation in compliance with state PMO standards.
- Ensure compliance with state government methodologies, IEEE or equivalent standards, and documentation practices.
- Coordinate with internal and external resources to support legislative or compliance-driven technology updates.
- Support knowledge transfer, training, and stakeholder readiness activities.
REQUIREMENTS
- Bachelor s degree or equivalent experience (each year of additional qualifying experience may substitute for one year of education).
- Project Management Professional (PMP) certification is required.
- 5+ years of progressive experience managing large and complex IT projects.
- At least 3 years in a lead role on IT projects involving multiple integrated systems.
- 3+ years of SDLC project experience supporting software development and integration.
- 3+ years leading cross-functional teams, including coordination across multiple technical platforms or disciplines.
- 2+ years of experience managing IT projects for a State of California department or agency
- 7+ years of IT project management experience, including 4+ years in a lead capacity on large-scale or multi-agency initiatives.
- Experience with technical writing, legislative reporting, and enhancement planning.
- Demonstrated success in stakeholder engagement, team building, and risk mitigation.
