Business Data Analyst - (State - Health & Human Services Projects)

Key Responsibilities

• Collaborate with stakeholders to analyze complex, data-driven business problems and recommend actionable solutions.
• Design and optimize data workflows and data management processes using modeling or mapping tools.
• Write Epics and User Stories (including acceptance criteria) to define functional and non-functional requirements for development and QA teams.
• Create and maintain data-related documentation such as data dictionaries, BRDs, and data mapping specifications.
• Develop and present visual data models and dashboards to communicate trends, performance, and project timelines.
• Lead and facilitate data-focused meetings, workshops, and interviews, documenting outcomes and driving issue resolution.
• Ensure alignment of business goals and IT solutions while adhering to data governance standards.

Minimum Qualifications

• Bachelor s degree in Data Science, Computer Science, Information Systems, Business Analytics, or a related field (or equivalent experience).
• Proven hands-on experience as a Business Data Analyst in the IT industry.
• Strong analytical, communication, and documentation skills.
• Experience with data modeling, workflow design, and optimization tools.
• Strong knowledge of Agile methodologies with experience writing Epics, User Stories, and acceptance criteria.
• Experience creating and managing data dictionaries, BRDs, and mapping specs.
• Ability to design dashboards and visual models for trend and performance reporting.
• Strong multi-tasking skills, able to manage multiple concurrent data projects.
• Preferred: Prior experience with State of Texas or other State Health & Human Services agencies.
