Job Description:

We are looking for a Business Analyst Consultant with Child Support Project Experience

Responsible for gathering and analyzing business requirements, creating functional specifications, and collaborating with stakeholders including state agencies and technical teams. Skilled in documenting workflows, identifying process improvements, and supporting the development and testing of child support applications. Familiar with federal and state policies related to child support programs, data exchanges, and eligibility rules. Proven ability to drive system enhancements and ensure compliance with regulatory requirements.
The ideal candidate will play a key role in bridging the gap between business needs and technical solutions for child support programs. This role requires strong analytical skills, domain knowledge in child support services, and the ability to work with diverse stakeholders including government agencies, policy makers, and technical teams.
Key Responsibilities:
  • Gather, analyze, and document business and functional requirements for child support systems.
  • Work closely with program staff, technical teams, and end-users to understand and translate policy and business needs into system functionality.
  • Create use cases, process flows, data mappings, and gap analyses for child support enforcement activities (e.g., case initiation, enforcement, collections, intergovernmental cases).
  • Support system design, testing (UAT), and implementation efforts.
  • Ensure alignment with state child support policies.
  • Conduct impact analysis for system changes and new regulatory requirements.
  • Collaborate with QA teams for test planning and verification of system functionality.
  • Facilitate stakeholder meetings, JAD sessions, and status reporting.
Required Skills and Experience:
  • Proven experience as a Business Analyst on Child Support projects.
  • Strong knowledge of IV-D child support programs, case processing, and associated federal/state regulations.
  • Experience working on legacy modernization or integrated eligibility systems is a plus.
  • Excellent documentation, communication, and stakeholder management skills.
  • Proficient in tools such as MS Office, Visio, JIRA, or similar BA tools.
Preferred Qualifications:
  • Bachelor s degree in Business, Information Systems, Public Administration, or related field.
  • Experience working with federal and state agencies.
  • Knowledge of data exchange interfaces with OCSE, IRS, SSA, etc.
