Job Description

ECS is seeking an Information Management Lead to work in a HYBRID setting out of our Fairfax, VA office.

ECS is seeking talented professionals to join our growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete 'Data Services' solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements.

Job Summary:

ECS is seeking a highly experienced and strategic leader to serve as the Information Management Lead supporting the CDM Data Service federal program under DHS CISA. This role focuses on training development, technical writing, strategic communication, and knowledge sharing, providing a bridge between our technical products and the end-user federal civilian agencies. The Information Management team acts as a centralized hub, connecting service delivery and development teams, service desk, program and business operations, and agency success partners to translate technical expertise into actionable information for the CDM customer. The ideal candidate will be responsible for overseeing multiple workstreams and ensuring seamless interactions with users, customers, and stakeholders throughout all touchpoints across various channels.

Responsibilities:
  • Lead a multi-functional team of subject matter experts:
    • Lead a team of communication, design, and training specialists including technical writers, low-code/no-code solution developers, and operational and technical trainers.
    • Collaborate with team members to develop and implement content, information, and knowledge management strategies.
  • Training and Documentation Development:
    • Oversee the creation, maintenance, and delivery of targeted training to external customer agencies and internal stakeholder teams.
    • Manage the creation and updating of development documentation, user guides, FAQs, and release notes to ensure accuracy, consistency, and accessibility of information.
    • Coordinate the design of customer-facing presentations and summary materials to concisely and effectively share important information.
  • Creative and Solution Design:
    • Facilitate development of and ensure adherence to style and communication standards and templates, maintaining a consistent visual identity across all program documents and presentations.
    • Oversee the curation and management of digital knowledge and content platforms to ensure searchability, relevance, and retention.
  • Communication Management and Analytics:
    • Ensure customers and stakeholder liaisons receive timely and relevant updates across multiple channels.
    • Guide external and internal distribution of planned and unplanned communications, tracking responses, reach, and impact of messaging.
    • Lead growth and maturation of team capabilities in alignment with program direction.


Required Skills

  • ship and the ability to obtain and maintain DHS (Suitability) EOD/Public Trust
  • Proven experience leading cross-functional teams in a fast-paced, operational environment.
  • Bachelor's degree in information management, communications, instructional design, or related field
  • Excellent communication and stakeholder management skills, with a track record of building and maintaining effective partnerships.
  • Well-versed in information management, knowledge management, and content management methodologies and practices.
  • Skilled in creating clear, structured, and visually engaging documentation for technical and business audiences .
  • Experience in training and curriculum design, facilitation, and learning program delivery tailored to varied audiences and skill levels .
  • Accomplished in providing guidance and mentorship to junior team members, fostering a culture of continuous learning and professional development .
  • Flexibility to adapt to changing priorities and environments, and the ability to manage multiple tasks simultaneously .
  • Familiarity with communication tools and platforms, as well as proficiency in using project management and content management software.


Desired Skills

  • Experience working in a government or defense contracting environment.
  • Knowledge of and experience managing digital workspaces and knowledge repositories ( Share P oint, Confluence, Teams).
  • Familiarity with cybersecurity principles, data governance, agile development methodologies or related program management frameworks a plus .
