Position Overview
The NEDSS Base System (NBS) Business Analyst plays a critical role in supporting communicable disease surveillance and investigation efforts. NBS is an integrated public health information system used by local, state, and territorial health departments to manage reportable disease data and transmit notifiable disease information to the CDC.
Key Responsibilities
- Serve as the primary point of contact for ELR and eCR data providers, including hospitals, laboratories, clinics, Health Information Exchanges (HIEs), internal IT teams, and other stakeholders.
- Analyze, troubleshoot, and resolve complex data and system issues related to electronic disease reporting.
- Develop and execute test scenarios, test cases, and test scripts aligned with business workflows and system design requirements.
- Replicate and isolate system issues, identify root causes, and validate fixes, patches, and workarounds in staging or test environments.
- Monitor system performance and data quality, providing ongoing feedback and recommendations for improvement.
- Diagnose and resolve both front-end (user-facing) and back-end (system-level) issues through structured analysis and testing in QA environments.
Required Qualifications
- Experience as a Business Analyst, Systems Analyst, or similar role supporting health information systems or enterprise applications.
- Hands-on experience analyzing, testing, and validating electronic data exchanges (e.g., ELR, eCR, or similar).
- Strong analytical and problem-solving skills, with the ability to diagnose root causes and validate technical solutions.
- Experience creating test plans, test cases, and test scripts for system enhancements or defect resolution.
- Proficiency in SQL for data analysis, validation, and reporting.
- Strong communication skills with the ability to collaborate across technical and non-technical teams.
