Project Overview
We are seeking an accomplished and detail-oriented Senior Business Analyst to lead the analysis, documentation, and transformation efforts for a strategic HRIS and Payroll System Migration initiative. This role is critical in ensuring that all system requirements, business processes, and post-migration documentation strictly adhere to federal regulatory standards and compliance mandates.
The selected candidate will serve as a strategic liaison between business stakeholders, compliance teams, and technical implementation partners. This individual will be responsible for managing the end-to-end lifecycle of business requirements, ensuring the production of audit-ready, federally compliant documentation, and supporting a seamless transition from legacy HRIS platforms to modern, integrated solutions.
Key Responsibilities
Requirements Elicitation & Analysis
- Lead comprehensive requirements gathering sessions with HR, Payroll, Finance, IT, and Compliance stakeholders.
- Develop and validate Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), and other technical specifications.
- Translate complex business processes into clear, actionable system requirements and use cases.
- Conduct impact assessments and gap analyses between legacy and target-state systems.
HRIS & Payroll Migration Oversight
- Provide domain expertise throughout the lifecycle of HRIS and Payroll system implementation or migration.
- Define data mapping, validation, and transformation strategies in collaboration with data migration teams.
- Ensure accurate migration of employee records, payroll structures, timekeeping configurations, benefits, and compliance rules.
- Manage integration workflows and dependencies with third-party payroll and HR service providers.
Federal Compliance & System Documentation
- Develop and maintain comprehensive documentation in strict adherence to federal, state, and agency-specific compliance standards (e.g., FLSA, HIPAA, FMLA, IRS reporting).
- Prepare audit-ready deliverables including traceability matrices, SOPs, test evidence, and user access control logs.
- Ensure post-migration documentation reflects the fully implemented system landscape and updated business processes.
- Support compliance and legal teams during internal and external audits and regulatory reviews.
Stakeholder Engagement & Communication
- Facilitate structured workshops, interviews, and JAD sessions to solicit requirements and feedback.
- Present findings, process flows, and recommendations to executive leadership and technical teams.
- Maintain consistent communication across business units, managing expectations and ensuring alignment on deliverables.
Testing Support & Quality Assurance
- Collaborate with QA teams to design comprehensive test plans and user acceptance criteria.
- Validate test results to ensure conformance with business requirements and compliance needs.
- Support UAT execution and resolution of defects to meet go-live timelines with minimal disruption.
Required Skills and Experience
- A minimum of 8 years of progressive experience as a Business Analyst, with at least 3 years in HRIS/Payroll system migration projects.
- Demonstrated expertise in authoring and maintaining federally compliant documentation within enterprise IT or HR transformation projects.
- Strong understanding of payroll and human capital management processes, including regulatory compliance (FLSA, ACA, IRS, HIPAA, etc.).
- Experience with leading HRIS platforms such as Workday, SAP SuccessFactors, Oracle HCM, ADP, or UKG.
- Experience with process modeling.
- Experience in supporting training material.
- Proficiency in business analysis tools and methodologies, including JIRA, Confluence, MS Visio, Excel, and requirements traceability frameworks.
- Exceptional analytical, communication, and stakeholder management skills, with the ability to engage diverse audiences effectively.
Preferred Qualifications
- Industry certifications such as CBAP, PMI-PBA, SHRM-CP/SCP, or equivalent.
- Prior experience supporting government or public sector HRIS initiatives.
- Familiarity with data privacy regulations and audit frameworks, including GDPR and CCPA.
- Understanding of both Agile and Waterfall project methodologies.
