Position: Oracle ARCS EPM SME

Location: Hybrid - San Antonio, Texas (3-4 days/week onsite)

We are looking for an ARCS (Account Reconciliation Cloud) EPM SME to join a multi-year Oracle Cloud transformation initiative for a large utility transitioning from SAP to Oracle Cloud. This initiative includes full-scale implementation of Oracle Cloud ERP and EPM platforms. We are seeking a highly skilled Oracle ARCS EPM SME to lead the implementation, configuration, and integration of Oracle Account Reconciliation Cloud Service (ARCS) across the enterprise.

Role Summary:

The Oracle ARCS EPM SME will serve as the functional lead for the deployment of ARCS, ensuring its alignment with financial close, reconciliation, and reporting requirements. This position plays a critical role in integrating ARCS with Oracle Cloud ERP and other EPM components, and will work closely with cross-functional teams in Finance, Customer Service, and Operations. The SME will drive process improvements, compliance with audit standards, and system enablement for month-end close efficiency.

Key Responsibilities:

Lead the design, configuration, and deployment of Oracle ARCS to support enterprise-wide reconciliation and close processes.

Integrate ARCS with Oracle ERP Cloud (GL, AP, AR) and EPM modules such as FCCS (Financial Consolidation and Close Service) and Narrative Reporting.

Configure and manage both Reconciliation Compliance and Transaction Matching components in ARCS to ensure accurate and timely financial reconciliations.

Collaborate with finance stakeholders to define month-end close timelines, task flows, and automated reconciliation strategies.

Ensure ARCS implementation aligns with audit, compliance, and regulatory standards applicable to municipal utilities.

Facilitate data integrations between subledgers, GL, and ARCS using standard Oracle Cloud EPM data management tools or external integration platforms.

Develop functional documentation, configuration workbooks, test scripts, and end-user training materials.

Support User Acceptance Testing (UAT) and resolve issues related to reconciliation logic, mappings, and reporting outputs.

Provide knowledge transfer and post-go-live support to internal stakeholders and end-users.

Required Qualifications:

5+ years of hands-on Oracle ARCS functional experience, with deep expertise in both Reconciliation Compliance and Transaction Matching.

Strong experience working across the Oracle Cloud EPM Suite, particularly with FCCS, Narrative Reporting, and ERP Cloud (GL/AP/AR).

Proven track record designing and optimizing financial close and reconciliation processes, including automation and controls enforcement.

Solid understanding of cross-module integrations and dependencies between ARCS and core ERP modules such as General Ledger (GL), Fixed Assets (FA), and Subledgers.

Ability to analyze business requirements and translate them into scalable ARCS solutions that meet audit, finance, and operational reporting needs.

Preferred Qualifications:

Experience implementing ARCS in a utility industry context, preferably within municipal or public sector utilities.

Familiarity with regulatory reporting requirements and financial controls relevant to publicly owned utilities.

Oracle Cloud certification in ARCS or EPM modules is a plus.
