Dear All

I am writing to inform you about another project we are currently bidding for Independent Verification and Validation (IV&V) Technical, Program, Financial & Risk Support issued by the U.S. Department of Health and Human Services (HHS).

The proposal submission deadline for this opportunity is very short time.

As part of this bid, we are required to identify and, upon award, onboard a limited number of resources to support the engagement. The relevant details and role requirements are outlined below for your review and necessary action.

Project Scope:
HHS Assistant Secretary for Financial Resources (ASFR), Division of Information Solutions (DIS), seeks independent verification and validation (IV&V) and program support services to ensure performance, compliance, and risk transparency across its grants management systems. The scope focuses on independent assessment, oversight, and advisory support without system development or operational responsibility. Specifically, HHS requires:

  • Independent verification and validation of DIS technology systems, processes, and services across the full system development life cycle, including assessment, inspection, testing, and reporting.
  • Continuous monitoring and evaluation of system performance, schedules, resources, and metrics to validate compliance with contractual, technical, and regulatory requirements.
  • Independent review and validation of testing activities, deliverables, and documentation to confirm functional, performance, and release readiness.
  • Program, financial, and risk management support, including governance reporting, financial verification, billing reconciliation, and maintenance of risk frameworks and dashboards.
  • Advisory and content-review support for communications and web materials, limited to analysis, editing, organization, and usability recommendations, with no system development or configuration activities.

All services will be provided on a Time-and-Materials basis. The scope is limited to Independent Verification and Validation (IV&V) and associated technical, program, financial, and risk support services only, with no system development, configuration, or operational responsibilities beyond those expressly defined in the Statement of Work (Section C) of the attached document titled 'RFQ1789366 - IV and V Technical Program Financial and Risk Support.2' for your reference.
This engagement includes two key roles:

  • Project Manager (1 position)
  • Senior Technical Analyst (1 position)

Role: Senior Technical Analyst
Role Purpose

The Senior Technical Analyst serves as the lead technical authority for Independent Verification and Validation (IV&V), responsible for independently assessing DIS systems, processes, and deliverables across the System Development Life Cycle (SDLC). This role ensures that technical solutions meet functional, performance, security, and compliance requirements while identifying risks, gaps, and improvement opportunities.

Key Responsibilities

  • Lead and execute IV&V activities, including system monitoring, technical assessments, verification, validation, inspection, and testing.
  • Define, plan, and conduct independent verification activities such as functional, performance, regression, and acceptance testing.
  • Review and validate system documentation, including test plans, test cases, defect reports, user guides, operational documentation, and release artifacts.
  • Assess compliance with federal and departmental IT requirements, including CPIC reporting and applicable policy guidance.
  • Evaluate system changes, enhancements, and release readiness; provide independent recommendations on technical risks and impacts.
  • Participate in and support end-user acceptance testing (UAT) and release validation activities.
  • Identify technical, architectural, and programmatic risks and support the development and maintenance of risk registers and dashboards.
  • Support Configuration Control Board (CCB) activities by reviewing change requests and tracking approved changes through disposition.

Mandatory Requirements

  • S.-based candidate only; offshore or non-U.S. based resources are not eligible.
  • Must be legally authorized to work in the United States.
  • Ability to obtain and maintain HSPD-12 Personal Identity Verification (PIV) compliance.
  • Must successfully pass a National Agency Check with Inquiries (NACI) (Public Trust Non-Sensitive Position, Sensitivity Level 5/6).
  • No criminal record; no history of felony convictions or unresolved legal issues.
  • Willingness and ability to complete SF-85 (Questionnaire for Non-Sensitive Positions) truthfully and accurately.
  • Ability to complete fingerprinting and in-person identity proofing as required by the U.S. Government.
  • Ability to provide verifiable employment history (typically last five years).
  • Ability to provide verifiable residential/address history.
  • Ability to provide verifiable education credentials.
  • Ability to provide professional references as part of the background investigation.
  • No prior adverse federal suitability or access determinations.
  • Ability to comply with all U.S. Government security, access control, and IT usage policies.
  • Willingness to work onsite at U.S. Government facilities as required by the role.
  • Availability to begin work pending favorable background determination.

Important Clarification (For Transparency)

  • This role does not require a Secret or Top Secret clearance.
  • This is a Public Trust / suitability investigation, not a national security clearance.
  • Offshore, remote-only, or non-U.S. resident candidates will not be considered.

Nice to Have / Preferred Qualifications

  • Prior experience working on U.S. federal or state government contracts.
  • Previous HSPD-12 / PIV card holder (active or expired).
  • Experience working in secure or controlled government environments.
  • Familiarity with federal compliance standards, access controls, or regulated IT systems.
  • Experience supporting onsite engagements in government facilities.

Project duration
The project has a one-year base period with four one-year option periods implementation. Engagement will be started on 1st March 2026, and end on 28th February 2031.
