Project Duration: Through June 2026. The resulting contract may be renewed for up to an additional three (3) years, in whole or in part, not exceeding the initial contract term.

Location: on-site at APD s State Office Building, at 4030 Esplanade Way, Tallahassee, Florida, 32399, Monday-Friday, 8:00 A.M.- 5:00 P.M., or as approved by the Agency, and adhere to the published state holiday schedule. Requests for time off or schedule variance must be approved by their Agency Supervisor.

Background: APD supports persons with developmental disabilities in living, learning, and working in their communities. APD is responsible for providing services to persons with developmental disabilities, including the operation of all state institutional programs and the programmatic and operational management of Medicaid home and community-based waivers established to provide services to persons with developmental disabilities.

The information security program within the Office of Information Technology works to prevent unauthorized access or exposure of confidential information belonging to persons with developmental disabilities and APD employees. IAM technologies are one of many components utilized in furtherance of this goal.

Scope: The Senior Project Manager will provide direction and leadership to the project team members for the Planning, Accounting Ledger Management System (PALM) project as assigned by the Agency. The PALM project is a highly cross-matrixed and medium to high complexity project. The Senior Project Manager will need to work across multiple IT groups and with multiple business teams to accomplish project objectives and help deliver the project on time and within budget.

Responsibilities

The Senior Project Manager will be responsible for the following:

  1. Lead and manage all phases in the project management lifecycle, from project initiation to project completion.
  2. Establish and manage project scope to ensure project executes and completes according to project quality standards on time and within budget.
  3. Consult, advise, and direct cross-functional teams that align to the defined project structure.
  4. Manage project activities through the entire project lifecycle toward ensuring all programmatic, technical, security, regulatory, financial, and time requirements are met or exceeded.
  5. Develop project artifacts/documents based on OMI standards to meet project oversight, and compliance requirements (DST, OPB, and Legislature)
  6. Communicate consistently and effectively with the project team, Executive Steering Committee (ESC) and stakeholders on project status via status reports, status meetings, emails and other channels as defined in the project communication plan.
  7. Create, manage, track and report project schedule (using Microsoft Project), including dependencies, milestones, deadlines, and other information that may affect delivery or quality of the project.
  8. Identify, track, and manage issues and risks; provide mitigation strategies and contingency plans; makes decisions and suggest alternative solutions based on available resources, options, and best practices.
  9. Calculating and reporting project earned value, cost performance index, and scope performance index.
  10. Review deliverables for accuracy and completeness working with the vendor project team to address deficiencies.
  11. Effectively engage with the project team to address inter-department dependencies and bring to resolution conflicts of priority.
  12. Effectively manage operational constraints and project product deployments across multiple and progressive rollouts.
  13. Collaborate with internal APD resources, including in-house Deputy Director of Budget and Planning, Contract Manager, Information Security Manager and Inspector General to ensure completion of project within applicable regulatory, legal, and security requirements.
  14. Identify business objectives to develop benefits realization table to measure project success.
  15. Guide and manage operational teams post project-product deployment, beginning with the first roll-out.

Background Screening

The Candidate must undergo a background check review and approval, which, at minimum, is the equivalent of a Level two (2) screening described in 435.04 Florida Statutes, including fingerprinting, must be completed before the Candidate will be allowed to perform work under the PO.

Experience with oversight and compliance entities (Florida Legislative staff, OPB, and Division of State Technology [DST]) providing required project status reports and facilitating progress review meetings.

Experience collaborating with senior and executive management, including the Agency/Department Head, and Business Unit Directors.

Experience managing cross-functional (matrix) project teams with varying functional backgrounds (operational, technical, managerial, programmatic, etc.).

State of Florida accounting systems (FLAIR) and/or PALM.

Experience calculating earned value, cost performance index and scope performance index.

Experience developing project artifacts as required by the state legislature as part of the budget process (Schedule IV-B).
