We are seeking a Legislative Liaison Contractor (SME) to join our team. This role will involve providing legislative advisory support, technical analysis, and intergovernmental coordination related to IT policy and regulatory initiatives. The ideal candidate will have extensive Colorado legislative experience, strong government relationships, and a passion for public-sector technology policy and compliance.

Job Description:
The Legislative Liaison Contractor (SME) will support technology leadership by serving as a key advisor on legislative, regulatory, and intergovernmental matters. Responsibilities include:

  • Providing technical research, analysis, and subject matter expertise to support development of legislative proposals.
  • Preparing technical briefing materials, written recommendations, and draft testimony for legislative hearings and meetings.
  • Monitoring federal IT-related regulations and policies and assessing their impact on state-level technology initiatives.
  • Developing compliance and regulatory reports aligned with mandated technical standards.
  • Acting as a technical liaison among federal, state, tribal, and local government stakeholders.
  • Aligning technology initiatives with federal and state funding cycles.
  • Mentoring internal staff and supporting knowledge transfer efforts.
  • Ensuring transparency, ethics compliance, and adherence to public records and professional standards.

Qualifications:

  • Must be a Colorado resident with the ability to work in person at the Colorado State Capitol as required.
  • Extensive experience with the Colorado legislative process and established relationships with state legislators.
  • Strong understanding of IT policy, regulatory frameworks, and government technology environments.
  • Experience tracking and interpreting federal IT regulations and compliance requirements.
  • Excellent written and verbal communication skills, including drafting testimony and policy documentation.
  • Ability to work independently, manage priorities, and engage effectively with diverse stakeholders.
