Job Description:

  • Client is seeking technical staffing support for their immunization information system. Currently HL7 onboarding with hospitals and provider offices is facing extreme challenges to have more than 500 providers HL7 onboard. Due to the huge number of facilities, there is a need to enquire HL7 support to enhance the Public Health Informatics workforce and improve immunization and vaccine reporting.
  • Client has very limited capacity to work directly with facilities on their immunization HL7 message formats, transmission, and electronic reporting preparation.
  • This resource will bring in technical solutions using HL7 expertise for immunization messages to improve data sharing with a focus on workplace staff and trainings needed. The primary outcome is to facilitate and assist HL7 onboarding successfully.
  • This resource is expected to provide an immunization HL7 onboarding work plan for each individual healthcare facility, provide NH specific immunization HL7 companion guides.
  • They are also expected to participate in a functionalities evaluation between IIS systems. directly with healthcare facilities for immunization HL7 onboarding work.

Responsibilities include:

  • To serve as the Immunization Information System HL7 Subject Matter Expert providing technical solutions and assistance supports to hospital IIS HL7 onboarding
  • To work with program staff on providing IIS HL7 onboarding work plan for each individual hospital and attend meetings and discussions with state holders.
  • To work with NHIIS program to understand business needs, external partners (providers and hospitals) to identify technical requirements, and IT staff to advise IIS HL7 processes implementation.
  • To review and provide technical assistance and guidance on IIS HL7 message mapping format and standards, and to evaluate mapping functionalities.
  • To participate in multiple programming activities and projects adhering to the current SDLC process. Activities shall include team meetings and processes around analysis, coding, testing, debugging, implementation, and documentation.
  • Strong knowledge of, and experience with, Immunization Information Systems and HL7 format are integral to this role. Candidates must have experience taking source to target mappings and must be able to code independently.
  • Candidates must be able to understand the scope of the work, ask for clarifications, and escalate to the right leads in case of issues delays. Experience in troubleshooting and resolving database integrity issues, performance issues, blocking and deadlocking issues, etc., is critical.

ADDITIONAL DETAIL TO NOTE:

  • The NHIIS HL7 messages do not come directly to the state integration engine (which is Rhapsody). They go to the vendor hosted solution outside of the state system, and that vendor uses Azure.
  • Additionally, the candidates should be familiar with HL7 v2.5.1 messaging, should be knowledgeable about SOAP Web Services, and the CDC WSDL and able to identify and troubleshoot connectivity issues (XML) as well as log file warnings and errors as part of the onboarding process.
  • This position is expected to work full time (37.5 hours per week).

Required Skills:

  • 4 years of Experience serving as an HL7 Subject Matter Expert providing technical solutions and assistance for Immunization HL7 onboarding
  • 4 years of Experience with HL7 v2.5.1 messaging, specifically
  • 4 years of Experience working with public health immunization systems in relation to vaccine data.
  • 4 years of Experience taking source to target mappings and coding independently
  • 2 years of Experience creating immunization information onboarding work plans and companion guides.
  • 2 years of Experience working directly w/hospitals or healthcare providers regarding HL7 message formats, transmission & reporting preparation.
  • 2 years of Wkg w/internal programs to understand bus. needs, providers & hospitals to ID technical requirements, & IT staff to advise HL7 implementation.
  • 2 years of Experience troubleshooting and resolving database integrity issues, performance issues, blocking and deadlocking issues, etc
  • 2 years of Providing technical assistance & guidance on HL7 message mapping format/standards, evaluating mapping functionalities for immunization systems
  • Experience with SOAP Web Services and the CDC WSDL to identify & troubleshoot connectivity issues (XML) and file log warnings & errors in onboarding.
