Job Details

This mission critical position is the focal point of the Developmental Testing for the U.S. Army and other DoD customers, other U.S. Government agencies, foreign governments, and private industry in natural environment testing on nearly every piece of equipment in the ground combat arsenal in desert, cold weather, and tropical environments.

The Program Manager (PM) is responsible for the performance of the Mission Test Support Services (MTSS) contract at Yuma USA Yuma Proving Ground (USAYPG). The PM is responsible for contract functions involving operations and maintenance of military equipment/systems, range instrumentation systems and test facilities.

The PM manages operations and maintenance, engineering, administration, finance, safety and health, and business management departments. The PM, serving as the senior on-site manager, is responsible for the organization, tasking, prioritization, and management of all projects and/or personnel within the enterprise segment.

Job Duties

Establishes technical, administrative, and procedural guidelines to meet the needs of the contract, including functions, tasks and products provided by subcontractors or vendors, in accordance with customer and enterprise requirements

Interfaces with the Government and USAYPG test customers to coordinate support requirements and resolve performance or contractual issues on behalf of the company

Serves as the policy maker for the contract, consistent with Army, USAYPG and company operating philosophies

Ensures the contract organization conforms to Federal, USAYPG, and company policies and procedures with regard to personnel safety and quality performance

Maintains current operational status information and assessments on projects, budgets, and development plans, and provides status information to the Government and test customer representatives, and to the corporation

Evaluates and makes adjustments in procedures or reassigns priorities to projects/tasks as needed to keep all activities on schedule and within budgetary limits

Oversees and monitors contract compliance with quality control procedures, quality assurance, and process improvement goals and standards

Interviews senior-level job candidates and makes decisions for hiring, disciplinary actions, and termination

Assures that appropriate training is provided to contract personnel to provide operational flexibility, and to promote the continuous improvement of services to the customer and career path opportunities for employees

Periodically evaluates the performance of all subordinate supervisors and scientific or technical professionals under his/her direction

Understand and implement technical and non-technical documents as they relate to the operation of the contract

Qualifications (Required; Desired)

  • Bachelor of Science Degree in Engineering, Physics, or equivalent technical field and graduate studies in business or technical field, or equivalent experience.
  • 5 years or more managing a workforce of more than 100 in a government contracting and test engineering environment.
  • Significant experience in recruiting, staffing, training, and maintaining the technical capability of a large workforce.
  • Skilled at delegating responsibility to managers and ability to inform, understand, evaluate, and communicate to the workforce all aspects of safety, quality, and CPI.
