Position Overview

The Mississippi Division of Medicaid (DOM) is seeking a highly experienced Consultant Cost Allocation to provide professional services in support of its Medicaid Cost Allocation Plan (CAP). This role is critical for ensuring compliance with federal regulations and optimizing federal funding opportunities.

The position is remote with the requirement to attend a four-day onsite training at the beginning of the engagement. Occasional onsite trainings may also be required annually.


Key Responsibilities

The selected contractor will be expected to perform the following functions:

  1. Review Medicaid Cost Allocation Plan (CAP) submissions for federal compliance and prepare recommended edits to the narrative.

  2. Identify opportunities to increase federal funding and adjust AlloCAP software configurations as needed.

  3. Assist in calculating the cost impacts related to CAP updates.

  4. Support DOM s Comptroller in responding to inquiries from Cost Allocation Services (CAS) and the Centers for Medicare & Medicaid Services (CMS).

  5. Conduct annual onsite training (minimum four hours) on Medicaid-related cost allocation principles.

  6. Advise DOM Senior Leadership on cost allocation and federal administrative claiming in relation to potential projects or programs.

  7. Perform updates to AlloCAP software to ensure optimal use and simplify issue identification.

  8. Update AlloCAP software in response to changes in state administrative systems (e.g., MAGIC, SPAHRS, Workday).


Required Skills & Experience

Candidates must have at least five (5) years of experience in the following:

  • Medicaid Cost Allocation Plan (CAP) methodologies

  • Application of CAP methodologies in Medicaid settings

  • Federal administrative cost claiming

  • In-depth knowledge of and compliance with federal regulations, including:

    • 2 CFR 200 Uniform Administrative Requirements

    • Cost Principles

    • Audit Requirements for Federal Awards

  • AlloCAP software configuration and update experience

Additional Requirements

  • Must attend initial four-day onsite training in Jackson, MS.

  • Must comply with DOM security and physical access protocols.
