Engagement Type: Full-Time Contract (State Term Contract Vendor)
Location: Florida / Tallahassee 

Educational Qualifications

Candidates must meet at least one of the following requirements:

  • Bachelor’s or Master’s degree in Computer Science, Information Systems, or a related field, or

  • Equivalent professional work experience

    Preferred Certifications:

    • Oracle PL/SQL Developer Certified Associate

    • Oracle APEX Developer Certification

    • Oracle Middleware Certifications

  • Objective

    The Florida Department of Agriculture and Consumer Services (FDACS) seeks to establish a contractual services agreement with a qualified State Term Contract vendor to provide information technology services through a full-time Applications Architect.

    The selected individual will work closely with OATS and other FDACS staff to support the development, maintenance, and integration of Oracle-based financial applications, including systems supporting the Florida PALM project and Florida Accounting Information Resource (FLAIR).

  • Background

    FDACS requires experienced Oracle application development and database services to support its enterprise financial systems. This role focuses on developing and maintaining applications using Oracle Forms, Oracle APEX, and PL/SQL, supporting integrations with Florida PALM and FLAIR, and leveraging Oracle Fusion Middleware to ensure secure, scalable, and high-performing environments.

    Familiarity with State of Florida accounting practices and PCI compliance is essential to ensure regulatory and technical alignment.

  • Scope of Services

    The Contractor will provide an experienced Applications Architect responsible for:

    • Designing, developing, and maintaining Oracle-based financial applications

    • Supporting application and data integrations with Florida PALM and FLAIR

    • Designing, developing, and maintaining data integration processes for reporting and application functionality

    • Developing and maintaining PL/SQL scripts, stored procedures, and database packages

    • Utilizing Oracle Fusion Middleware for application deployment, integration, and security

    • Ensuring alignment with State of Florida accounting practices

    • Ensuring compliance with data security and PCI standards

    • Collaborating with business and technical stakeholders to gather requirements and implement solutions

    • Ensuring application performance, scalability, security, and regulatory compliance

    All tasks and deliverables must be completed in accordance with this Statement of Work (SOW).

  • Contractor Responsibilities

    The Applications Architect will:

    • Design, develop, test, and deploy Oracle Forms and Oracle APEX applications

    • Write and maintain PL/SQL scripts, stored procedures, triggers, and database objects

    • Support and maintain Oracle database schemas and performance tuning

    • Configure and manage Oracle Fusion Middleware components (e.g., WebLogic Server)

    • Provide technical support for application issues, enhancements, and production support

    • Participate in integrations with Florida PALM and FLAIR systems

    • Perform ETL operations to move data between internal and external systems

    • Ensure data accuracy through transformation, validation, and error-handling mechanisms

    • Support scheduled and ad-hoc ETL processes

    • Coach, mentor, and train OATS and FDACS technical staff

    • Create and maintain technical documentation and Standard Operating Procedures (SOPs)

    • Attend project meetings and provide regular status updates

    • Submit weekly status reports and time sheets

  • Qualification Requirements

    Minimum Qualifications

    • 8+ years of experience in Oracle Forms, Oracle APEX, and PL/SQL development

    • Strong Oracle Database development, performance tuning, and troubleshooting experience

    • Proficiency with Oracle Fusion Middleware (WebLogic, Oracle HTTP Server)

    • Experience integrating with enterprise financial systems (Florida PALM, FLAIR)

    • Knowledge of State of Florida accounting practices (technical implementation)

    • Demonstrated experience ensuring PCI compliance

    • Strong oral and written communication skills

    Preferred Qualifications

    • Experience with systems such as AIMS, FIS, or Revenue Online Collection (ROC)

    • Direct experience with Florida PALM or FLAIR

    • Experience with Oracle REST Data Services (ORDS)

    • Familiarity with Agile development methodologies

    • Experience with version control and CI/CD pipelines

    • Knowledge of application and data security best practices

    • Prior experience in government or public sector environments

  • Communication Proficiency

    • Strong oral communication skills

    • Strong written communication skills
