Work Arrangement : 20hours/week

The Network Engineer / Specialist will assist the Technology division in supporting the OUC s network. Performs assignments in the areas of design and planning, deployment, operations and technical support for IP-based network communication systems that support data, voice, and video traffic. Conducts thorough and detailed system studies of existing functions and methods of operations and assists in developing network communication system plans to refine, elaborate upon, and obtain further benefit for Enterprise WAN / LAN IT support. Analyzes systems and assists in creating detailed technical documents to define logical, and workable networks.

CONTRACT JOB DESCRIPTION

Responsibilities:

  1. Provides technical guidance for directing and monitoring information systems operations.
  2. Designs, builds, and implements network systems.
  3. Directs compilation of records and reports concerning network operations and maintenance.
  4. Troubleshoots network performance issues.
  5. Analyzes network traffic and provides capacity planning solutions.
  6. Monitors and responds to complex technical control facility hardware and software problems.
  7. Interfaces with vendor support service groups to ensure proper escalation during outages or periods of degraded system performance.
  8. Manages the purchase, testing, installation, and support of network communications, including Local Area Network (LAN)/Metropolitan Area Network (MAN)/ Wide Area Network (WAN) systems.
  9. Performs system-level design and configuration of products including determination of hardware, OS, and other platform specifications.
  10. Plans large-scale systems projects through vendor comparison and cost studies.
  11. Performs a variety of systems engineering tasks and activities that are broad in nature and are concerned with major systems design, integration, and implementation, including personnel, hardware, software, budgetary, and support facilities and/or equipment.
  12. Provides quality assurance review and the evaluation of new and existing software products.
  13. Provides assistance and oversight for all information systems operations activities, including computer and telecommunications/communications operations, data entry, data control, LAN/MAN/WAN administration and operations support, operating systems programming, system security policy procedures, and/or web strategy and operations.
  14. Provides input to policy level discussions regarding standards and budget constraints.
  15. Supervises all personnel engaged in the operation and support of network facilities, including all communications equipment on various platforms in large scale or multi-shift operations.
  16. Supervises complex operations that involve two or more additional functions such as, but not limited to, network operations, systems security, systems software support, and production support activities.
  17. Monitors and responds to hardware, software, and network problems.
  18. Provides routine testing and analysis of all elements of the network facilities (including power, software, communications machinery, lines, modems, and terminals).
  19. Utilizes software and hardware tools and identifies and diagnoses complex problems and factors affecting network performance.
  20. Troubleshoots network systems when necessary and makes improvements to the network.
  21. Manages the product lifecycle for the network infrastructure to assure operational availability; designs and specifies changes for implementation.
  22. Receives performance data and analyzes the performance of installed technologies. Proposes and implements any required changes, including identifying and planning for any resulting impacts on other technologies.
  23. May lead a small to moderate sized project, or more typically, components of a larger project.
  24. Oversees implementation efforts related to their area of responsibility.
  25. Conducts complete diagnostics of most network services problems, factoring in a strong understanding of the technical architecture.
  26. Prepares reports on a monthly/quarterly basis for project metrics, SLAs, and achievements.
  27. Provides technical guidance and mentorship to team members as appropriate.
  28. Documents new procedures in a clear and concise manner. May participate in the development of new or modified procedures.
  29. Performs administrative duties associated with the ongoing operation and support of City-wide network such as billing, customer assistance, and inventory.

Minimum Education/Certification Requirements:

Bachelor s degree in IT or related field or equivalent experience
