Job Title: System Implementation Project Manager

Position Overview:
A large public-sector IT Project Management Office (PMO) is seeking an experienced System Implementation Project Manager to lead the delivery of complex, workflow-based software applications. These systems support critical operations such as permitting, inspections, infrastructure maintenance, and asset management across a major metropolitan area. Projects range from outdoor dining permit systems to infrastructure tracking tools for bridges, pavement markings, and city signage.
Key Responsibilities:
Lead internal and consultant development teams to deliver large-scale custom applications.
Define project scope, timelines, goals, and deliverables in collaboration with stakeholders and executive leadership.
Apply standard project management principles (Agile, Scrum, Waterfall, RUP) to ensure timely and within-budget delivery.
Act as the key liaison between business units and technical teams.
Develop and maintain comprehensive project documentation including charters, schedules, resource plans, risk logs, and reports.
Supervise and coordinate programming staff involved in application development.
Recommend and guide technology solutions that align with current and future business needs.
Monitor project activities and performance metrics; ensure adherence to quality and change management standards.
Use project management tools like Microsoft Project, Jira, Azure DevOps, Primavera, and Visio.
Anticipate project risks, address conflicts, and resolve issues to maintain project momentum.
Minimum Requirements (Mandatory):
Minimum 10 years of experience managing mid-to-large scale application development or implementation projects with multiple workstreams.
Proven ability to manage project teams of 15+ staff across business and technical domains.
Strong background in project communication, documentation, risk management, budgeting, and stakeholder coordination.
Preferred Qualifications:
Master s degree in Management, Engineering, Information Technology, or a related field.
PMP (Project Management Professional) certification.
Strong leadership, communication, and interpersonal skills.
Familiarity with SDLC methodologies (Agile, Scrum, Waterfall, RUP).
Experience with Microsoft Office Suite and modern project tracking tools.
Working knowledge of at least one programming language/platform.
Experience delivering large-scale enterprise software applications.
Background in GIS and map integration a plus.
Exposure to wireless/mobile/disconnected application architecture.
Prior experience working on federal/state/local government projects.
Experience with asset and infrastructure management systems.
