Job Description:

Client is seeking one full-time resource to provide project management and business analysis services for time sensitive projects supporting DPS. These projects primarily include the following:

CDL Tablets Responsible for the analysis, planning, procurement and distribution of tablets to DVS exam stations for the administration of Commercial Driver s License (CDL) skills exams. DVS received two federal grants to support the acquisition of tablets for this purpose. In addition to procuring and distributing tablets, necessary software modifications will be implemented within the State s Driver and Vehicle Services system to support the enhanced testing process.

DVS server migration Client will be decommissioning the State s Enterprise Data Center #4 in September 2027. This position is responsible for overseeing the migration to two specific and critical DVS systems that handle document scanning and driver s license knowledge testing which are currently hosted in that data center. A comprehensive mitigation plan must be developed and executed prior to the close of the facility. This includes evaluating which systems can be transitioned to a cloud-based solution, another data center or a vendor data center and then leading the transition of those systems.

DVS Analytics Responsible for planning, analysis, and coordination with vendors, DVS business units, and a third-party consulting firm in support of the DVS Analytics Project. This initiative involves evaluating existing performance measures in relation to business processes, developer clear and actional supervisory reports, identifying anomalous data requiring further review, assessing data integrity, and providing strategic recommendations for process improvements.

DVS Phone System Migration Coordinating with a peer project manager to lead the implementation of a new, enterprise delivered Amazon Connect phone system across all DVS locations. Project deliverables include the migration of several hundred phone lines and dozens of call centers, analysis and transition of automated voice prompts, and the development of process improvement recommendations for both their leadership.

Responsibilities:

  • Project Planning: Create a comprehensive project plan and schedule for driver and vehicle services that outlines the best delivery approach for packaging and implementing the projects. The plan should include, but not be limited to:
  1. Establishing, leading, and coordinating all project-related meetings, including updates and status reports related to driver and vehicle services initiatives.
  2. Working with senior leadership on prioritization and phasing of projects.
  3. Updating and revising the overall program budget for the costs of each project, ensuring all goals and objectives are met while staying within the prescribed budgets for each project. Implement cost-saving measures by identifying process and system solutions to streamline services to the public.
  • Communication Plan: Where applicable, provide a communications plan for projects that assesses and measures each project's impact on internal and external operating system users, as well as the general public for driver and vehicle services projects.
  • Collaboration with Staff: Work with driver and vehicle services staff and the senior leadership to present project initiatives and identify:
  1. Recommendations on how to proceed with projects or initiatives.
  2. Strategies for tracking project costs and cash flows, along with monitoring project budgets.
  • Site Inspections: Conduct site visits and inspections of exam stations and VIN inspection locations to review processes and procedures, identifying opportunities for improvement and work with the leadership team for the implementation of projects.

Required Skills:

  • Five years of experience managing driver and vehicle projects.
  • Five years of experience of completing data analysis for driver and vehicle service projects.
