Required Skills:
Five (5) years' experience in IT project management with the capability of managing complex, cross-functional IT projects
Five (5) years of related experience using both hybrid and agile methodologies, in a large IT enterprise environment and managing vendor partners
Knowledge of portfolio, program, and project management methodologies (e.g., PMI standards, Agile frameworks)
Provide oversight to ensure projects in execution include a framework for governance encompassing adequate meetings, reporting, metrics, risk and issue management, and quality assurance. Validate that the assigned project team(s) adhere to project governance standards throughout the project lifecycle
Set goals for initiatives that are consistent with technical objectives and the agency's overall technology strategy
Ability to plan in a rapidly changing environment and to provide guidance for changes as required for the life of the project
Ability to lead others to implement new approaches, systems, structures, and methods
Excellent communication & negotiation skills and experience in supporting technical and nontechnical staff
Ability to understand and effectively communicate technical requirements, breaking down complex problems into manageable components for evaluation
Proficiency in project management software (e.g., Microsoft Project, JIRA, or similar)
Desired Skills:
Experience working within a PMO, IT, or project management environment a plus

Client is seeking to hire a Project Manager/PMO Analyst to join our collaborative Medicaid Management Information System (MMIS) team. The Project Manager/PMO Analyst will be responsible for implementation and refinement of a new governance process for projects within the MMIS portfolio. This is a hands-on role requiring a proactive individual who can manage critical PMO deliverables and drive structure across multiple complex workstreams. Support the PMO Manager in driving continuous process improvement through the development and maintenance of PMO tools, processes, and documentation. The Project Manager/PMO Analyst will assist with project assessments and prioritization, change order tracking, and portfolio optimization to support leadership decision-making. The Project Manager/PMO Analyst will work closely with internal MMIS business and technical executives, program directors and IT leads, external technical teams, and vendor consultants to ensure that all project financial requests are approved, contracts are reviewed and completed; as well as business cases are documented to initiate projects; and schedules are documented and on track. In addition, this person may serve as the primary contact for critical IT initiatives and project management projects from start to finish; including conflict resolution, risk mitigations, ensure alignment with MMIS standards
Job Responsibilities:
Develop a strong understanding of the project and business context to effectively create materials, document meetings, and support project execution
Develop and manage program/project plans, templates, and governance structures
Prepare and support governance meetings (e.g., project initiation, project prioritization, project reviews, workstream and backlog updates)
Support creation of project deliverables, reports, and presentations
Assist with stakeholder engagement and change management activities
Serve as an integrator across the team, ensuring alignment, progress tracking, and visibility of key issues
Demonstrated experience developing dashboards, KPIs, and executive reports; skilled in data analysis and presenting insights
Proven ability to support governance frameworks, manage project artifacts, and facilitate structured meetings
Apply knowledge of PMO methodologies, SDLC, and Agile frameworks to support project delivery
Develop and coordinate initial project assessments to build strong project portfolios
Support PMO governance processes and ensure adherence to PMO methodology
Identify and implement opportunities to optimize portfolio management processes and reporting
Provide actionable insights and corrective recommendations to project managers and PMO leadership
Adhere to MMIS standard project management methodology, policies, and procedures, as well as quality assurance standards. Also, where applicable, comply with the external agencies' standards when integrating or leveraging external staff or solutions
