Description:

Client seeks a seasoned Business Analyst/CP (certificate to Proceed) Writer. Under the direct supervision of the DCIO and with some latitude for independent judgment, the candidate will be responsible to lead in research, analysis and the development of business workflows, system processes and prepare and write CPs. This consultant will be responsible for preparing business requirements documentation and functional requirements documentation along with writing CPs . The consultant will serve as Business Analyst and CP writer, and will lead research, analysis, and requirements gathering sessions with key stakeholders.

Scope of Work/Key responsibilities:

  • Candidate will be responsible for initiation, planning, writing, and monitoring of Capital Projects CPs.
  • Write clear, persuasive, and articulate proposal sections.
  • Deliver the results of elicitation in the form of organized meeting notes and business requirements.
  • Rewrite CP s according to feedback.
  • Develop supporting analysis documentation, including data dictionaries;
  • Work with project managers to obtain consensus and signoff on requirements deliverables
  • Work with project managers to obtain user acceptance test signoff;
  • Provide technical subject matter expertise to the team throughout the project;
  • Work closely with Client Relationship Managers, Project Managers and other team members, and stakeholders to achieve desired results.
  • Provide review of design documentation completed by other business analysts.
  • Prepare business requirements documentation and functional requirements documentation, as well as high-level design documentation.
  • Analyze and document requirements for reporting needs.
  • Facilitate compliance with State and agency policies by developing system requirements documents and technical specifications for computer applications that will support those policies.
  • Translate technical and other ideas into understandable text

Candidate Qualifications:

The consultant must have the following:

  • Must have 5 years of experience in business requirement gathering, project management, testing, and creating workflows for systems.
  • Must have at least 4 years of proposal and/or CP writing work experience.
  • Must have at least 1 year of experience as business.
  • Must have at least 4 years of demonstrated practice using MS Visio for flowcharting.
  • Must have a minimum of 4 years of research and business analysis for client services and system enhancement.
  • At least 4 years experience in writing user documentation, testing scripts, training materials and manuals, and user guides.
  • Must have at least 3 years of demonstrated practice using MS Project
  • Strong experience in system planning, testing, piloting, and system implementation

The following skills and experience are preferred:

  • Experience with IT Asset Management, IT Service Management, IT Business Management and other ITIL methodologies.
  • Exceptional written and communication skills.
  • Working knowledge of large-scale system integration and implementation
  • Knowledge of using TOAD or other tools for data analysis.
  • Ability to work independently and communicate with staff of all levels as well as users and other divisions and agencies.
  • Meet deadlines.
  • Experience in journalism, communications, English, or a related field.
  • Experience in mentoring and planning knowledge transfer to staff.
