DESCRIPTION OF SERVICES

The Business Analyst position is an Information Technology (IT) position and will be a part of the Enterprise Data Governance (EDG) team working in collaboration with the Center for Analytics and Decision Support (CADS) program within the Health and Human Services System s business domain. The mission of EDG is to ensure HHS system data is visible, accessible where appropriate, understandable in context, trusted by users, and uniformly governed in order to advance data quality and data analytics. This enables data-driven decision making across the HHS system.

The HIP Business Analyst:

  • Refines and defines requirements for master data solutions for a multi-terabyte Master Data Management (MDM) implementation.
  • Has an excellent understanding of MDM principles, goals, and tools and how these relate to overall HHS data quality.
  • Is responsible for gathering and refining requirements for MDM capabilities, using the Informatica application tool stack.
  • Works collaboratively with EIM program staff, HHSC Information Technology resources, and MDM business analysts with a goal of mastering critical agency data, providing identity resolution, creating trusted attribution, and enhancing governed reference data.

The applicant will be able to demonstrate extensive experience in:

  • Gathering and refining requirements from business and technical users of HHS master data.
  • Collaborating with MDM developers to enhance MDM application capabilities for healthcare provider and managed care member domains (using an Informatica tool stack).
  • Testing enhancements to MDM databases and application layer(s) before production deployments.
  • Working closely with EIM data architects, HHS subject matter and technical experts, and HHS system data models in order to accurately represent as-is and to-be process models that involve HHS master data.
  • Communication with project stakeholders and governing councils.
  • Collaboration in MDM project lifecycle deployment using agile methods.
  • Logical and physical data modeling of the MDM databases (using ER Studio).
  • Developing training documentation and demonstration content of enhanced functions (for existing user base) and potential MDM solution uses (for new internal partners).
  • Meeting MDM project deliverables, goals and milestones.
  • Understanding of Health Insurance Portability and Accountability Act (HIPAA) compliance policies and HHS security requirements.

Other Special Requirements: Because of the nature of the information in the system that will be implemented, all entities must sign a Data Use Agreement (DUA) as a condition of employment. Face-to-face interview required.

Proven ability to work successfully with technical and non-technical groups, and manage multiple responsibilities

Experience and understanding of Enterprise Information Management best practices
