Position Overview

A state agency is seeking an experienced Senior IT Project Manager to lead and deliver multiple technology projects impacting enterprise systems and applications. The role requires strong experience in project planning, execution, and control, with a focus on ServiceNow platform implementations, enterprise collaboration technologies, and large-scale system integration initiatives.

The selected candidate will manage all aspects of the project lifecycle including initiation, planning, execution, monitoring, controlling, and closing. This position requires close collaboration with technical teams, business stakeholders, and vendors to ensure timely delivery, quality assurance, and alignment with organizational goals.

Key Responsibilities

  • Lead the planning and execution of multiple concurrent IT projects across enterprise applications and platforms.
  • Develop and maintain project artifacts including project charters, schedules, risk and issue logs, communication plans, and status reports.
  • Manage scope, cost, schedule, and resources using established project management methodologies.
  • Oversee ServiceNow platform deployment, including configuration, testing, implementation, and post-go-live support.
  • Utilize ServiceNow Strategic Portfolio Management for tracking projects, portfolios, and performance.
  • Facilitate organizational change management, ensuring communication and adoption across business and IT stakeholders.
  • Provide weekly and monthly project reporting to leadership, including metrics and executive summaries.
  • Coordinate with internal technical teams, business SMEs, and third-party vendors.
  • Ensure deliverables are completed per defined acceptance criteria and within contractual timelines.

Required Qualifications

  • Active Project Management Professional (PMP) certification from PMI.
  • Minimum 5 years of experience managing complex IT systems and integration projects, including at least 3 years in a lead project management role.
  • Minimum 3 years of experience managing projects utilizing Agile methodology.
  • Minimum 2 years managing large-scale, multi-phase technology projects involving enterprise systems.
  • Minimum 3 years of hands-on experience using Microsoft Project, Excel, and Word for project tracking and documentation.
  • Minimum 2 years of experience using ServiceNow Strategic Portfolio Management (formerly ITBM/PPM).
  • Minimum 2 years of experience managing ServiceNow platform deployments.
  • Minimum 2 years of experience facilitating organizational change management.

Desired Skills

  • Familiarity with government or large enterprise environments.
  • Experience coordinating with multiple vendors and business units.
  • Strong written and verbal communication skills, including executive reporting.
  • Experience with risk management, cost control, and schedule forecasting.
  • Knowledge of California Department of Technology (CDT) Project Management Framework (PMF) or equivalent.

Education

  • Bachelor s degree in Computer Science, Information Systems, Engineering, or a related field. Equivalent experience may be accepted.
